As I wrote in The Dance of Consciousness, there is an eclectic coherence to the thoughts expressed on this blog, as there is to all thought that penetrates beneath a certain level of superficiality, and much that doesn’t. And as I explained in The Algorithms of Complexity, that coherence is a product of what might be described as “a tree of natural algorithms,” with larger branches controlling smaller ones, and our shared intellectual (and thus political) quest being getting closer and closer to the sublime and perhaps ultimately unattainable “trunk” controlling them all.

I described this in terms of a synthesis of several ideas about ideas, including paradigm shifts, dialectics, and meme theory. We live in a world forged by a competition of ideas, some sets of which may come to predominate in certain times and places (in the form of dominant paradigms), but which themselves are constantly challenged by both internal anomalies and conflicting interests or perspectives, combining an on-going problem-solving process with an on-going competition of both ideas and material interests.

To be clear, the competition of ideas has a large material component, such as the competition between military and economic technologies (which are implemented sets of ideas), a competition decided by which win in a physical competition over either the relative ability to physically coerce, or the relative ability to win market share.

In many ways, what happens in academe is more deeply political than what happens in politics narrowly defined, because it involves explorations into deeper currents that eventually inform the shallower ones. The processes are intertwined, so that as political permutations of academic ideas are discredited, so are the academic ideas, whereas political forms that succeed become academically rationalized.

So, the Enlightenment ideas of Locke and Montesquieu were derived from a combination of classical political philosophy and the recent historical experience of Western European, and particularly English development (most particularly in the form of The Glorious Revolution of 1688, which was arguably more the moment when sovereignty shifted from crown to people than was The American Revolution), and in turn informed the American Revolution and U.S. Constitution, which have been vindicated by historical success, securing the success of their foundational ideas along with them. Conversely, the equally intellectual ideas of Marx and Engels, as well as a variety of fellow-traveling anarchists and socialists, informed horribly failed political experiements, discrediting the whole complex of imperfectly implemented ideas along with the discredited attempts to implement them.

This sometimes involves “babies” being thrown out with “bathwater,” or “bathwater” being retained along with the “babies” that were in it, such as the popular Western dismissal of every idea Karl Marx ever had due to the abject failure of most societies that tried to implement his general doctrine, or the popular acceptance of an idealized laissez-faire economic philosophy because the more nuanced reality more or less incorporating it has proven to be generally successful along certain highly valued dimensions.

Not only are our ideas and political forms a product of various dialectic and paradigmatic dynamics (including the dialectic of conceptualization and implementation), but also of how these are compiled into ideological packages. The translation of ideas and political forms into political ideologies is very consequential, because even slight errors can be amplified into tragic proportions. For instance, Social Darwinism, despite how horrific it was, was essentially just the confounding of a descriptive reality with a normative one, justifying and even idolizing successful brutality because successful brutality tended, historically, to prevail.

The challenge we are faced with, as conscious beings, is how best to participate in these processes. There are many facets to this challenge, including identifying the purpose(s) of our participation, and the degree to which we feel any imperative to impose our will on the organic development of human history. Some might argue that there is no real purpose to our participation, that we should each simply pursue our own lives, addressing our own interests and the interests of those we care about, and let the rest take care of itself. This is the value-system of “mutual indifference,” caring about ourselves and those closest to us, but not caring about others only to the extent that doing so serves our primary concern.

But this is akin to “non-cooperation” in collective action problems (see Collective Action (and Time Horizon) Problems), condemning everyone, now and in the future, to fare less well than we otherwise might have. It is the embrace of a mere hyped-up animal existence, grasping in the moment, without far-reaching imagination or foresight or compassion in any way informing our choices. The result is a combination of organized violence and relentless exploitation of any human or natural resource that any group is able to exploit, to our own ultimate self-destruction.

Both humanity and Gaia are better served by more conscious participation in our shared existence, by the proactive effort to understand the systems of which we are a part and which comprise us in order to most fully realize the genius of the many, in service both to our collective material welfare, now and in the future, and to our cognitive capacity to most fully enjoy it. I call the ideology which best meets this challenge “cynical idealism,” the pursuit of the ideal in the cold light of an unflinching understanding of less-than-ideal existing realities.

What we see more frequently is the exact opposite: “Idealistic cynicism,” which is the idealization of who and what we are, while essentially surrendering to the cold, cruel realities of the world. One prominent examples of this is the “angry progressive” movement, driven by the belief that conservatives are the enemy, and committed to achieving immediate progressive policy ends while surrendering to politics as usual in order to do so. It is idealistic about existing realities, by frequently ignoring the real political dynamics by which those ends must be achieved, inconveniences such as compromising with competing points of view and interests, while remaining cynical about our ability to ever transcend our current state of being in any fundamental way (despite the historical reality of constantly transcending previous states of being in very dramatic ways, through a combination of technological and political economic revolutions, for instance).

Another example of “idealistic cynicism” is Tea Party conservatism, which is superficially the opposite of angry progressivism, but on a more fundamental level representative of essentially the same political modality. Tea Partiers are driven by an ideal that they believe to be immediately dispositive, the ideal of absolute freedom from state (i.e., mutual) coercion, which is mobilized in service to an implicitly cynical reality, that we are just a collection of ultimately disconnected individuals whose highest responsibility to one another is to stay out of each other’s way.

Both of these archetypal examples of idealistic cynicism are dogmatic, convinced of substantive truths without worrying too much about how those substantive certainties were arrived at. Cynical idealism, conversely, is the exact opposite: It focuses on procedures by which to improve both our understandings and our implementations of those understandings in service to our collective well-being, here and elsewhere, now and in the future. A cynical idealist recognizes our foibles, including the foibles of oneself, and so is more committed to careful examination of the strengths and weaknesses of various conceptualizations and proposals than to precipitous advocacy of the ones they find most emotionally appealing (the latter leading to our noisy and dumb politics of today, a competition of ideas less refined than otherwise might have been attainable in an alternative political culture).

Therefore, the first pillar of transcendental politics is a dominant commitment to procedures and methodologies, and a more humble and flexible commitment to the inevitably tentative substantive positions that are produced by those procedures and methodologies (see Ideology v. Methodology). This has already occurred to a large extent in one of the most important of our deep political institutions: Academe. Academe is political because it is a place where we produce authoritative (though often competing) statements about reality. And it is not, as has been the historical norm, a mere branch of politics narrowly defined, authoritative truth being a product of who can force it upon others, but is rather, to a large (if inevitably incomplete) extent, a product of a very sophisticated process, of a particular algorithm of for discovering certain facets of reality, carved on the lathe of history, and by the efforts of human beings engaging in it and advocating for it.

It has also occurred, to a lesser but growing extent, in law, where resolutions of legal disputes (including disputes over the meaning of the law itself) are resolved through a very highly refined academic process. This is not to say that politics narrowly defined do not in some ways and at some times control decisions in both of these spheres: Supreme Court justices and federal judges are appointed for political reasons, with attention to their political predispositions; scholarship can be funded or unfunded by political processes, and certainly is very much in the grips of the local politics of academe itself. The point is not that some absolute transcendence of the politics of competing material interests and precipitous substantive certainties either motivated by those interests, or manipulated in service to them have been completely transcended by the disciplines of law and science, but rather that some marginal degree of such transcendence has made significant inroads through these two methodologically-dominated spheres of our social institutional realm.

The major benefit of this procedural or methodological commitment is that, if well designed, it steadily increases The Signal-To-Noise Ratio, and does so at a constantly accelerating rate. The same methodologies can be used to continuously refine the methodologies themselves, and to continuously refine the procedures by which the procedures are refined, delving ever deeper into the The Algorithms of Complexity, just as the fictional character Algono did in the abstract metaphorical representation of this process in  The Wizards’ Eye.

We are on a journey, both individually and collectively, both haphazardly and intentionally, toward ever deepening consciousness, and toward ever more holistic and robust implementations of that consciousness in the form of our social institutional and technological landscape. It is a journey which occurs both despite and due to our efforts, one whose path and destination are not predetermined, but whose logic will sweep us along slowly or quickly, painfully or happily, in service to some at the expense of others or in service to all at the expense of none. These are the dimensions along which our shared fate varies, dependent on the degree of compassion and wisdom we employ and cultivate, in ourselves and in those around us.

I have offered my own nascent view of a way in which we can participate more consciously and more effectively in this shared endeavor of ours, as I have defined it in this essay (see The Politics of Reason & Goodwill, simplified, or, for the more in-depth version, A Proposal). But that suggestion is just one starting point for discussion. The essential step, and the only thing we ever need agree on, is that we are capable of doing so much better than we are doing now, and that there is a conceptual framework that better serves our ability to do better than the blind ideologies to which we currently cling.

“The genius of the many is a captive giant, whose freedom is the ends and the means of all other things.” This is a line from my novel (A Conspiracy of Wizards; see An epic mythology), uttered by the wizard Evenstar to his disciple Algono, both expressing one of the underlying dynamics of nature about which the novel is ultimately about, and foreshadowing a metaphorical representation of it: A fiery giantess trapped in a mountain (a volcano myth; see The Hollow Mountain), representing the pent-up power of Mother Nature herself.

Nature (more specifically, the terrestrial biosphere) is a product of the genius of the many, of time and numbers, of a “selfish gene” (to use biologist Richard Dawkins’ term) replicating, mutating, and competing (or struggling) for reproductive success, in a process of non-linear diversification and proliferation (i.e., there are ebbs and flows to both). This diffusion of thriving, of experimentation, of massive quantities of failed variations interspersed with occasional successes, winnowing down the spectrum of forms to those which can articulate themselves into the transcient biological and geological landscape of their time and place, is the progenitor of human existence. And, as might be expected, the progeny (humanity and human history) resembles but is not identical to its parent (the biosphere and “natural history”).

I have already described this resemblance in a series of essays (Adaptation & Social Systemic Fluidity, The Evolutionary Ecology of Social Institutions, The Fractal Geometry of Social Change, The Evolutionary Ecology of Human Technology, The Politics of Consciousness , Information and Energy: Past, Present, and Future, The Evolutionary Ecology of Audio-Visual Entertainment (& the nested & overlapping subsystems of Gaia), The Nature-Mind-Machine Matrix). This is not another reiteration of that theme. Here, I am focusing on a single aspect, an underlying dynamic: The relationship between the Many and the One (see E Pluribus Unum and Collective Action (and Time Horizon) Problems for related discussions). More specifically, this post is about the aggregation of the many into a more or less robust unity, focusing especially on the robustness of information processing.

Arguably, the robustness of information processing is precisely what defines the genius of the many, as exemplified in the progressions of biological evolution and human history (parallel phenomena on different time scales, with a different breadth and depth of forms). Genes are packets of information, and evolution is how they are naturally processed (accidental mutations fit themselves, successfully or unsuccessfully, into their environments, modifying the environment in which both previous and subsequent accidental mutations must fit themselves, in an evolving matrix of informationally defined forms). And the same is true for human technologies and social institutional forms, including the various ways in which organized divisions of specialized labor are accomplished: It is all information-based (see Information and Energy: Past, Present, and Future, for a discussion of these interrelated generators of human historical progress).

The informational foundation of our existence is not just what we normally identify, such as the product of universities and research institutions, or the communication of information through our various media, but also the full range of human activities: all of the norms, values, techniques, rituals, arts, recreations, jokes, gestures, expressions…, in short, all that constitutes human life.

In human affairs, there are two fundamental facets to the genius of the many: One that is the product of averaging, and one that is the product of aggregating. The first aspect is best illustrated by the fact that if you have a thousand people guess the number of jelly beans in a jar, the average of their guesses will be far closer than any individual guess, and, in fact, will be remarkably close to the actual number. The second aspect is best illustrated by the robustness of a division of labor in a market economy, in which the organic articulation of separate expertises and activities produces greater aggregate wealth. This essay is primarily about the second facet, but it is important to remain aware of the first as well, that the “averaging” of our diverse opinions and assessments also contributes to our collective genius, and that, in many circumstances, seeking more moderate positions is recommended by such awareness. But it is through the aggregation rather than the averaging of our individual consciousnesses in which the most robust expressions of the genius of the many can be found.

Embedded in our technologies and social institutions is something analogous to the human genome, but encoded in cognitions rather than in genes, and more fluid (or faster flowing, and acceleratingly so as a result of its own feedback loop) due to the speed and intentionality of cognitive communication, mutation, adaptation, and competition for (cognitive) reproductive success. Our intentionality is a part of this process: To the extent that we, individually and collectively, prefer some outcomes over others, our will, and how we exercise it, affects this evolutionary process for better or worse. The two predominant variables affecting the quality of the effect our will has on this process are the degrees of reason and goodwill employed in our efforts: A deficit in either leads to less desirable aggregate outcomes, while an abundance of both leads to more desirable aggregate outcomes, in proportion to the extent of the deficit or abundance (see The Politics of Reason & Goodwill, simplified, for a discussion of how we can and should organize in service to these two values). 

In a sense, embedding reason and goodwill into our social institutional landscape, and cultivating them as the predominant (metaphorical) flora and fauna of that landscape, is the recursive function of the genius of the many in service to human welfare (by which I mean not just the relative absence of devastating hardships, but also the increasing presence of conditions which give full expression to the human spirit and the joyful celebration of life). As the quote from my novel says, freeing the genius of the many is both the means and the ends of this goal, because it both produces and defines human welfare. Thus, we value individual liberty both as an end in itself (enabling each of us to more fully pursue and celebrate our own lives), and as a means to the end of aggregating into a more creative and productive society.

A slight digression is required here, to distinguish liberating the genius of the many, on the one hand, from liberating individuals from oppression on the other. The two are related, but not identical. The former depends both on the liberation of individual creativity and initiative, and the aggregation of that individual creativity and initiative into a collectively productive force. The latter is a more unbalanced concept, focusing only on the individual and not on the articulation of individual efforts into a collective and mutually enriching enterprise. The latter is the blind ideological expression of a historical recalibration, in which the tendency of societies to be overcentralized and oppressive was confronted and eroded, and the ideology favoring individual liberty rose in prominence in those societies which most successfully confronted this previous historical imbalance.

Unfortunately, in contemporary America, the pendulum has swung too far, creating an ideological obliviousness to our interdependence and mutual responsibilities to one another. We need now a new conceptual framework, which recognizes both the value of individual liberty, and the value of organizing into a collective enterprise for mutual benefit and in service to humane values and ideals. The genius of the many is not liberated by disintegration into mutually indifferent individuals, but rather by recognizing the complex and subtle relationship between the individual and society (see, e.g., Liberty & InterdependenceLiberty & SocietyLiberty Idolatry, and The Inherent Contradiction of Extreme Individualism). Indeed, true liberty is something subtler and richer than mere freedom from government; it is a function of our mutually liberating collective enterprise, which endows us with the conceptual and material means to live fuller, more expressive, and more gratifying lives, with a wider spectrum of possibilities available to us.

It is true that the genius of the many does not always serve this end, that its product can be temporarily diverted toward its own containment. It is sometimes tapped in service to goals that do not seem to serve human welfare at all, such as building great monuments to ancient rulers (e.g., the pyramids), or enriching the few on the backs of the many. In the former instance, such ostentatious displays are both the oppressive aggrandizement of the rulers who commission them, and are a symbolic consolidation of our collective genius, an expression of the degree to which a society has managed to organize itself sufficiently to mobilize enormous resources in service to the mere advertisement of that ability. It is analogous to the Irish Elk, which, according to a still debated theory, went extinct due to having evolved ostentatious antlers in males, as a way of advertising to females their ability to squander their surplus nutritional intake (and thus their prowess in being able to obtain and consume that surplus) on a mere symbol of such prowess (the antlers having reduced their competitiveness vis-a-vis other species, eventually leading to their extinction).

But this diversion of the product of the genius of the many, in human societies, is generally in service to the few, or in service to blind militancy. It gradually leads to the collapse of the society that indulges in it under its own weight (much as the Irish Elk did under the weight of their antlers), rather than the invigoration of that society by virtue of the continuing liberation and mobilization of the genius of the many. A good modern example is the Soviet Union, which mobilized enormous resources in service to a militant totalitarianism, but in an unsustainable way.

In other words, diverting the product of the genius of the many away from human welfare, and away from liberating individual initiative and creativity, expresses and consolidates a current degree of liberation of that genius, but often curtails further liberation of it, and even contracts the existing degree of liberation. One theory of the rise of modern democracy in England illustrates this most clearly: According to the theory, the constant internecine wars of Medieval Europe create a constant pressure on monarchs to mobilize sufficient resources to fund those wars. The pressure was greater than it was in other parts of the comparably developed world, because European states had resisted (since the fall of the Western Roman Empire) consolidation into a strongly centralized large empire, leaving kings to vie with other kings close enough to pose an immediate and constant threat to the throne itself. The English solution to this problem was the gradual granting of increasing rights, first to nobles, and then expanding outward, in order to liberate the individual initiative and effort sufficient to produce enough taxable resources to fund these wars. In other words, to compete through utilization of rather than display the genius of the many requires liberating more of it rather than merely channeling it into the production of monumental works.

While historically, (implicit and explicit) competition with other (internal and external) polities was the generating force of the progressive liberation of the genius of the many, we have within our power the ability to replace that motivating force with one more directly committed to the maximization of human welfare. We can compete, in other words, not against each other, but against suffering and in service to our collective well-being.

So the question is: How do we organize ourselves to best liberate and mobilize this genius of the many in service to human welfare, broadly understood? Again, the two essential ingredients to such organization are reason and goodwill. We must increasingly focus our efforts on serving humanity rather than merely serving either ourselves individually (or locally) or serving some blind ideology which evolved in haphazard response to the end goal we can now explicitly define and pursue. And we must do so by subjecting all policy choices to the crucible of systematic and procedurally disciplined “reason.”

Government is our agency for such collective decision-making. We have two basic challenges facing us vis-a-vis government: 1) Ensuring that it serves our collective welfare rather than the welfare of smaller, privileged sub-groups; and 2) ensuring that we enable it to do so most effectively. These are somewhat in tension with one another, because democracy, which evolved in service to the former demand, can limit or obstruct the mobilization of specialized knowledge and expertise through a division of labor that best serves the latter demand. The challenge for us, and the vehicle for most effectively liberating and channeling the genius of the many, is how to most efficiently and effectively articulate these two mechanisms into a single coherent system.

Our national ideology has enshrined both of these values (democracy and division of labor through a market economy), but has conceptually divorced them from one another, obstructing their articulation. In the popular American view, the economy may benefit from specialization and a division of labor, but government benefits from direct popular control of decision-making. We may want to hire our surgeons on the basis of their training and expertise, but we don’t want to entrust such responsibilities to our governmental representatives. The problem is that governance is, like surgery, an information-intensive task, requiring the mobilization of precise knowledge and analysis in service to well-designed public policies. And the challenge we face in governing ourselves accordingly is not dissimilar to the challenge face in other principal-agent relationships: We have an agent to whom we must delegate some specialized functions, but in such a way that we ensure that that agent is acting in our interests rather than its own (at our expense).

The most efficient way to accomplish this is to align the interests of the agent with those of the principal, so that when the agent pursues its own interests most robustly, it incidentally is also serving its principal’s interests most faithfully. This is what social institutions generally attempt to accomplish, through market mechanisms, hierarchically imposed rewards and punishments, diffuse social approval and disapproval, and internalized values invoking one’s own “conscience.”

On the other side of the relationship, the complacency or disengagement of the principal permits the agent to run amok. In order to improve our articulation of the interests of the principal with the expertise of the agent, we need a principal, a polity, that is as engaged as possible, actually tracking the outlines of the information that the agent will be mobilizing, just as the parent of a child about to undergo surgery might want to be as well informed and involved as possible, even while recognizing that they have to entrust their child’s life to the surgeon’s expertise.

In America today, we suffer the combination of a polity that blindly entrusts its own self-governance to a government it feels disassociated from, while simultaneously distrusting that same government and wanting to impose on it its own uninformed will. What we need instead is a polity that has access to and an interest in the details of what it means to govern ourselves intelligently, and works with our agents to utilize their expertise in service to our informed and engaged collective will.

To most effectively liberate the genius of the many, we need to organize ourselves from top to bottom, filling in the chasm between “people” and “government,” forming layers of engagement, and channels of information flows, so that our various potential contributions to intelligent self-governance flow “inward” to our agents, while the outlines of the relevant expertise to which we must frequently defer flow “outward” to the polity. (Again, my outline for how to go about doing that can be found at The Politics of Reason & Goodwill, simplified). By doing so, we can most effectively and organically institutionalize the incorporation of both reason and goodwill (or collective will) into our political decision-making processes, more fully liberating the genius of the many, and, by doing so, more fully liberating the human spirit.

The Economist magazine, echoing a theme of mine that has permeated several posts (the evolutionary ecology of human social institutions and technologies ) discussed two unconventional examples of managerial efficiency: Somali pirates (http://www.economist.com/whichmba/somali-pirates) and the North Korean government (http://www.economist.com/blogs/schumpeter/2010/10/succession_planning). Somali pirates provide a purely predatory and parasitic example of how smaller start-ups can break into markets dominated by established behemoths, and North Korea provides an example of successful succession planning (as important in corporations as in governments). While the details of the comparisons are interesting (read the articles), what is most interesting to me is the issue of the balance between productivity and predation that these and other successful strategies are used in service to.

We tend to see the world in absolutes, dividing it into production and predation according to our location and ideological predisposition. Anti-corporatists (mostly on the left) view corporations, and anti-imperialists view powerful nations, as entirely predatory, while those who benefit either directly or indirectly from their activities, and are aware of it, see them as primarily productive. But there are objective measures by which we can untangle the two, such as contribution to global GDP, or to other forms of utility production, versus contributions to global utility reduction. Some enterprises are clearly purely redistributive (such as piracy), producing no new wealth at all, and in fact reducing its production by throwing gravel in the gears of the productive engines of the economy (i.e., increasing transaction costs). This is true even though they are siphoning some of that wealth produced elsewhere to grateful populations, complete with forward and backward linkages from which other enterprising souls might benefit (e.g., outfitting the pirates with equipment, benefiting from their increased spending of their loot, even generating business for security services to defend against them).

The strict Libertarian philosophy places minimal constraints on these processes, differentiating little between production and predation, as long as it occurs within a context of legally defined and protected private property rights. But even within that legal context, there are opportunities for predation constantly arising, such as those that led to the Enron-engineered California energy crisis of 2000-2001 or the 2008 financial sector meltdown. There are many more innocuous activities in the market economy which do not produce wealth, but rather only siphon it off, such as high-volume, high-velocity, extremely short-term stock trading using computer algorithms, or shady personal injury legal services (not to imply that all personal injury legal services are shady) that rely on massive advertising, high volume business with rapid turnover, and quick settlements that may not reflect the clients’ best interests or even outcomes superior than could have been achieved without the lawyers’ assistance. These are perfectly legal forms of what are largely predatory practices.

Economist Mancur Olsen wrote a book titled “The Rise and Decline of Nations” in the 1970’s or 80’s about how nations become wealthy by developing production-oriented economies, and then are weakened by an increasing over-emphasis on distributional struggles, which divert an increasing proportion of people’s time and effort from productive activities. Of course, a nation doesn’t have to be wealthy for too many people to be investing too much in distributional struggles (a common trap of many underdeveloped nations). The point is that what proportion of human effort-hours is invested in productive activity v. redistributive activity is relevant to how much wealth and utility is being produced.

There is nothing wrong with attention paid to distributive implications of policies, as long as that attention is paid in conjunction with attention paid to the balance of productive and redistributive efforts. Given a choice between two equally productive economic models, the one that produces greater distributional equity is preferable.  Nor is it wrong for a large market economy to invest some of its resources in consideration of how to divert wealth in economically and socially productive ways. Distributional struggles exist with or without the intentional intervention of government, and government subsidies are often captured by those least in need of distributional assistance. Both government and the public which overseas it has an inescapable challenge in monitoring distributional choices to ensure that they are both efficient and fair.

Indeed, many public investments that are perceived to be primarily redistributive, or predatory against tax-payers on behalf of “special interests,” are in fact primarily productive, addressing social problems, infrastructural maintenance demands, and human capital development demands in ways which increase aggregate utility (both directly, and indirectly through decreased transaction costs) as well as lead to a more equitable distribution of it. But increasing diversion of resources to battles over how to divide the pie ends up shrinking the pie that is divided, and those enterprises (like Somali pirates) that not only divert resources to distributional struggles, but do so through violent predation, decrease the size of the pie even more.

One of our collective challenges as we continue to refine our social institutional landscape is to create regulatory regimes that increase the amount of productive praxis, and decrease the amount of non-productive predation, in both our market and non-market activities. Just as ecosystems can be ravaged by locusts, or overly extractive human beings, so to human economic systems can be ravaged by those actors that swoop in and ravenously extract wealth without producing any. The fact that it can be accomplished in the context of well-defined and well-enforced private property rights is just one more argument why a regime of well-defined and well-enforced private property rights, and no more, is not the ultimate culmination of political economic development. Private property rights are just one thread in a more complex tapestry, a tapestry which we are continuing to learn to weave.

Libertarians rely on the assumption that government is predatory, and that private corporations aren’t, but, in reality, either or both can be, and our challenge is to prevent either and both from being so. Crippling the one that is organized to serve the public interest (and is designed, with limited success, to be answerable to the populace as a whole), in order to leave the field clear for the one that is organized to serve only private interests (and is organized comparatively efficiently to do so) is not a recipe for reducing predation. Rather, it is a recipe for increasing it, and reducing only our means for reining it in.

One of the underlying and defining dynamics of our social institutional landscape is the interplay of centripetal and centrifugal social forces that simultaneously are pushing us together and pulling us apart, across levels and in overlapping configurations. Neither is inherently good nor inherently evil, though system-wide imbalances in one or both directions undermine rather than contribute to the production of human welfare.

Centripetal forces are necessary to sow and reap the fruits of cooperation, of coordinated efforts, of being members of a society. All of our social institutions are primarily instruments of cohesion, at least on one level, while they may be instruments of violent conflict, or social disarticulation, on a higher level (national militaries are a good example), or of controlled conflict, or social decentralization, on a higher or lower level (competitive markets are a good example). Just as teams compete in leagues, corporations compete in a market economy, and nations compete in a global contest with emergent and precarious rules. Alliances form, symbiotic relationships, client-patron configurations, and fault lines among them, where animosities are more noticable than amistades. But all relationships, from the most intimate to the most belligerent, are characterized by some combination of convergent and divergent interests, and by some combination of cooperation and conflict.

Conflict can be energizing, a catalyst for innovation. Military conflict, for instance, has possibly been the single most robust historical catalyst for both technological and social organizational innovations. Economic competition is well known for its robustness. But it is social organization, the creation of coherence and cooperation, that reaps those benefits.

In terms of the pursuit of interests, these two social forces, centripetal and centrifugal, determine effectiveness, for in any social entity competing with others (e.g., nations with nations, corporations with corporations, political parties with political parties), too little organizational coherence dooms the social entity to impotence and defeat, while too much dooms both those within it to excessive subjugation to organizational or authoritarian will, and the organization itself to lethargy and ossification.

Members of organized groups can, intentionally or unintentionally, catalize either force, centripetal or centrifugal, either beneficially or detrimentally for the group itself, and either beneficially or detrimentally for other groups with which it interacts. For instance, some forms of solidarity are oppressive within and/or predatory without, while others are more liberating within and/or more amenable to partnerships without. For maximum benefit to group members, network ties need to bind those within the group into a coherent whole, avoid binding members of sub-groups within it so tightly that they in effect secede from the main group, and form and maintain bonds across group boundaries, if generally fewer and weaker than those within groups, then at least sufficient to create a basis for communication, coordination, and cooperation.

A group that becomes too “coherent,” with tight cognitive and social bonds within but too few such bonds without, can become predatory (as, for instance, Nazi Germany was), while  sub-groups that become too rebellious and demanding undermine the ability of the overarching group to act effectively in its competition with other similar groups. (Economist Mancur Olsen wrote a book in the 1970’s or 80’s called The Rise and Decline of Nations, discussing the enervating effects of too much time and energy being diverted from economically productive activities to distributional struggles, and used it to provide an explanation of the paradoxical economic phenomenon of “stagflation”).

In fact, implicit and explicit alliances between internal dissenters and external belligerents are frequent in human history, even when they are ideological opposites (e.g., the Bolsheviks and the Germans during World War I, when the latter funded and assisted the former in order to weaken and distract Russia from within while they attacked Russia from without; or, in an example of greater ideological compatability, the French alliance with the American Colonies, in which the French assisted the colonies in order to weaken Great Britain from within while continuing to engage in sporadic military conflicts with Great Britain from without).

We see such an implicit alliance today in modern American partisan politics. On the left, there are those who are trying to disarticulate the Democratic Party, just as the far right is ascendent with a passionate social movement. By doing so, that faction with the Democratic Party is inadvertently contributing to the success of that far-right social movement, rather than to the reform of their own party that it is their intent to effectuate (Damned If You Do, Damned If You Don’t: Why Our Tea Party Future Will Be The Left’s Fault).

One of the factors that will contribute to Democratic Party losses in Congress (and in state governorships and state legislatures and local governments) in the 2010 midtern elections is occasionally organized, somewhat coherent disenchantment with the pace and boldness of legislation pursued by our Democratic President and Democratic majorities in both Houses of Congress. When the disenchantment rises to the level that they are declining to vote, then it is quite analogous to an implicit alliance with the far right in the latter’s take over of the country, contributing to the centrifugal forces of their own party at the very moment when highly passionate centripetal forces are mobilizing a sufficiently coherent far-right movement to effect a major shift in the distribution of political power.

While competing ideologies tend to explicitly emphasize either more coherence or more disarticulation, in reality, they are all jumbles of the two. The Tea Party is all about “liberty” and individualism, but its members are also more inclined to be highly nationalistic, moralistic, and militaristic. Progressives are all about using government to address social issues and invest in our collective welfare, but also emphasizes civil rights and multiculturalism.

The distinguishing traits between conpeting political parties do not actually involve a consistent commitment to either more social cohesion or less, but rather to more empathy or less. The right coheres around aggression and authoritarianism (in order to defeat others), while the left coheres around human welfare (in order to enrich all). The right disarticulates in order to possess and exclude, while the left disarticulates in order to enjoy and permit.

But, for both, discipline determines effectiveness, a discipline which either permits or does not permit internal discord, but which always contextualizes it in terms of internal consolidation. The United States began with a document that facilitated only discord, and not cooperation (The Articles of Confederation). It drafted a new one, that contextualized individual and states rights within the context of a strong federal government.

The ultimate goal is to create an optimal distribution of centralization and decentralization, neither too much nor too little of either, at any level of social organization. The future belongs to those, whether nations on the world state or political parties on the national stage, who are able to consolidate with enough discipline to compete with others who have done so. Factions that preach against compromise within the more liberal or progressive political parties are also, in effect, fighting to diminish the efficacy of their party.

I almost titled this post “Knowledge AND Power,” as a play on my previous post a week or so ago titled “Knowledge is Power,” but decided to be less cute and more descriptively precise. Denverpost.com published today an article on a Boulder company’s contribution to smart grid technology (http://www.denverpost.com/business/ci_16199737). “Power Tagging,” the name of both the technology and the company, involves embedding “a digital signal deep in the flow of electrons that can be read through the noise.” The larger implication is the gradual evolution of more efficient energy delivery systems, by, for instance, incorporating real-time cybernetic feedback loops that allow energy delivery to adjust to conditions, much as a thermostat turns on and off the heat or air conditioning in a home. But the implications of a smart grid, and particularly of this new technology, are that the more information flows with the energy itself, the more efficiently the demands on the system (e.g., producing exactly the right amount of energy to balance the grid in real-time, a physical requirement of energy production and distribution) can be met.

More generally, information and energy are the intertwined life-blood of human and natural systems. The biosphere on Earth is fueled, ultimately, by the sun (starting with photosynthesis, at the start of the food chain), and evolves through the reproduction, occasional mutation, and competition for reproductive success of packets of information (genes). Human systems are embedded in, and echo, this pattern (as I discuss in my post “The Politics of Consciousness”: http://coloradoconfluence.com/?p=187). In our earliest form, on the African savanna, our fuel came from that solar-powered food-chain and, eventually, the combustion of some of its products (i.e., fire). Our early development involved ways in which to utilize that energy source (feeding domesticated animals, and using fire in the preparation of food and tools, for instance). Much of human history thereafter can be understood in terms of the evolution of energy sources and the technologies for utilizing them (from levers and pulleys to nuclear reactors and solar panels).

Parallel to, and informing, this evolution of energy sources and technologies, is our own cultural evolution involving the innovation, diffusion, and synthesis of ideas. But just as our own evolutionary process is an echo of Nature’s, we in turn have created a technological echo of our own, by creating information technologies which vastly accelerate the reproduction, mutation, competition, and evolution of human cognitive information. And now, we are increasingly taking steps which will allow that information to operate independently of us, just as a thermostat does, with technological systems reacting to information that no human being need ever be aware of.

The potentials for increased efficiency and efficacy in how we address the challenges and opportunities which face us are enormous. Despite the hyperbole that has sometimes surrounded the Computer Revolution, few recognize just how dramatic a threshold we have entered in just the past few decades. From a historical perspective, it may come to eclipse the Industrial Revolution in importance, just as the Industrial Revolution in many ways eclipsed the Renaissance and Enlightenment which were preludes to it.

Just as our own echo of natural evolution is a vastly accelerated process, so too the technological echo we have created promises a new quantum acceleration once again. Human history is an acceleration of natural history due to the increased rate of information-packet reproduction (as fast as we can communicate), mutation (as fast as we can modify), and selection (as fast as we can choose what to believe or what technology to utilize). The secondary evolutionary echo that may occur as a result of information technologies operating autonomously could be another quantum acceleration still, communicating, processing, modifying, and selecting information not only at the accelerated speed that modern computers can, but with the accelerating acceleration (i.e., increasing nth order rates of change) produced by the accumulating innovations themselves. We’ve already begun to experience the first whisper of this new acceleration, with the rapid communications and data processing capacities of modern computers, ushering in new wonders of comprehension and capacity at an accelerating rate. But that is still restrained by our own cognitive speed, still the bottleneck through which our computer-augmented data processing must pass. It is when the evolutionary process of self-replicating, mutating, adapting packets of information by-pass us completely that the new echo begins in earnest.

In a book about speculative future possibilities that I read decades ago (and can remember neither the title nor the author), one idea the author floated was the prospect of robotic combination space-faring/mining machines that could self-replicate with the materials that they mined from extraterrestrial bodies, bringing back virtually unlimited material resources to Earth. (Obviously, we would also need to invent self-replicated garbage collectors removing the equally prolific production of waste, else be even more deluged by garbage than we already are!) Now, imagine combining such machines with any variety of self-replicating and self-disposing/recycling machines to perform any variety of tasks. Finally, imagine their ability to process information about changing conditions or potential design improvements diagnosed from experience, and self-modify when reproducing in order to adapt to this information.

Such an accelerated process may well also accelerate our ability to safely and cleanly tap and utilize the universe’s abundant supply of energy sufficiently to meet any demands placed upon it. Both drivers of evolution, of progress, -information and energy- would be placed on autonomous growth curves, with problem-solving algorithms incorporated into them. It is even conceivable that self-replicated computerized machines could create not only their own off-spring, but their own novel inventions as well, new self-replicating computerized machines to accomplish new tasks newly identified.

Of course, the immediate future offers prospects more modest than these far-fetched possibilities, but dramatic prospects nonetheless, and prospects that will become increasingly dramatic with the passage of time. What it requires of us is a willingness to progress, an understanding that we have not yet arrived at our final condition, that our lot in life can indeed be dramatically improved, and that it is incumbent upon us to facilitate our advance toward an ever-more robust, sustainable, and fair social order to the best of our abilities.

But, as Uncle Ben said to Peter Parker, “With great power comes great responsibility,” and great potential for disastrous unintended consequences. This is true on several dimensions; technological, environmental, and social institutional. As some have noted, we may be on the brink of creating what is essential mechanical life-forms, and unleashing forces we will no longer be able to control. The most common and imminent concern involves nanotechnology: The creation of microscopic machines that can be used, for instance, to target diseases in the body, and can be programmed to reproduce and adapt to changing conditions by reprogramming themselves as they do so. Michael Crichton, in one of his typically scientifically-almost-plausible-but-extreme renditions of this concept, wrote the novel Prey, which depicted swarms of such nanites becoming very effective predators.

Clearly, more dramatically exploiting Nature, both on Earth and beyond, means more dramatically risking the destabilization of the complex systems which comprise us. We must always remain vigilent, and increasingly so, that our increasingly robust harvesting of Nature’s bounty is not done at the expense of the stability and sustainability of the systems which produce that bounty.

And the fear that informs conservatives, that the more we act with a concentrated will, the more we risk losing ourselves to the center of power thus created, takes on new dimensions as well in a future such as the one I have outlined. Vigilantly avoiding the possible pitfalls of falling prey to our own technological and institutional inventions is one more demand upon us, and one we must keep forever at the forefront of our contemplations. But the liberating possibilities of both a more effective and expansive social institutional context, and a more effective and expansive technological context, both  facilitating the provision of needs and wants and opportunities beyond all but our wildest dreams (just as the present is beyond all but the wildest dreams of those of generations and centuries and millenia past), freeing us to grow and celebrate life in ways more profound and subtle than merely meeting the demands of survival which were forever our first and most formidable shackles, is a dream not to be denied.

Despite the risks involved, I find the path we are on more exciting than frightening, one which, when combined with our inevitable increasing mimicry of nature in the production of more organic and organic-like technologies and social institutions, holds the promise for a very bright future indeed.
