The following is a brief email exchange with a leader of a local Move On chapter to whom I offered to present PRG (“the politics of reason and goodwill”):

Q: since the GOP appears to be working on building the politics of RESENTMENT… that would be a good place to start.  A think tank that would work on changing the discussion to politics of community goodwill.  How would you go about doing that?

A: There are no panaceas. The Republican strategy of cultivating resentments and fears and hatreds -basically, of appealing to our basal ganglia (“the reptilian brain”)- is one that has a comparative advantage in the short run. When we invest our resources in confronting it (as we must), we have to recognize that we are fighting in their arena. But, as has been noted by John Maynard Keynes (“People will do the rational thing, but only after exploring all other alternatives”) and Martin Luther King Jr. (“The arc of the moral universe is long, but it bends toward justice”), respectively, Reason and Universal Goodwill (i.e., social justice) enjoy a comparative advantage in the long-run. One of the biggest mistakes that the Progressive Movement has made over the past few decades is to keep getting drawn into a brawl in a conservative arena, letting conservatives frame the narrative. We’ve done this because we, too, are more easily drawn to attending to the short-term urgencies than to the long-term struggle, and, as such, are constantly fighting to win “the reptilian brain” rather than to cultivate what human history has always struggled to cultivate: Human Consciousness.   Traditional politics and political activism will continue much as they have, with the conservative ability to appeal to our baser natures always vexing us in the short run, and progressives trapped on a treadmill perpetually fighting against it, rather than engaged in the long-term effort to cultivate Reason and Goodwill. Other institutions, meanwhile, are more focused on those long-term evolutions: Academe, certain religious-philosophical orders and institutions (such as Esalon Institute in Big Sur, California), and so on. But the products of these other institutions are very esoteric, and do not diffuse into the population at large in any highly robust way.   So the question is: How do we make a long-term investment in cultivating those human qualities in the population at large, that are not cultivated to any great extent by those esoteric institutions that are focused on them, and are mostly ignored by political activism? In one sense, it’s not a “political” question, because it isn’t at all about winning the immediate struggles over current policy issues and current electoral contests. In a deeper sense, of course, it is quintessentially “political,” since politics is really, at root, about the battle over what people believe (this is somewhat true even in brutal dictatorships, but more true the more democratic a society is). Even the much vaunted corporate power we talk about so much is the power to spend enormous amounts of money on media messages which affect what people believe.   When we ask “how can we most effectively affect what people believe in the short run?” the answer, to too great an extent, is “appeal to their fears and hatreds and resentments.” When we ask “how can we most effectively affect what people believe in the long run?” the answer is increasingly “appeal to their dreams and aspirations and imaginations.” But how do you cultivate in people lost, to varying degrees, to their resentments and fears and hatreds, their forgotten or buried human consciousness, full of aspirations and yearning idealism? The answer is, basically, create viable channels of communication, effective messages, and reinforcing behaviors in which you can engage them. That’s what my proposal is designed to do.

The underlying idea is this: Most Americans presumably self-identify (accurately or inaccurately) as reasonable people of goodwill. Those who don’t are beyond reach, and can only be marginalized rather than “brought on board.” Many conservatives and moderates place a high value on “community” and “family,” and believe in social solidarity at that level, even if constrained within their own narrow definitions. Media Messages (both traditional and social) with markers that indicate that they are “progressive” or “liberal” or “Democratic” messages hit cognitive confirmation-bias filters and never reach the mind of any but those who are already on board. Reframing those messages, divorced from reference to particular policies or candidates, in non-partisan language, creates a pathway to reaching into at least some of the minds that would otherwise be inaccessible.    There are three components to my idea for doing it: 1) a network of non-partisan community organizations committed to doing good works in the community, and creating a forum for civil discourse dedicated to examining issues from all points of view and with as much mutual respect as participants can muster (with guidelines agreed to up-front to reinforce this commitment); 2) something I call “meta-messaging,” which is a project to gather, design, publish, and disseminate narratives which reinforce people’s commitment to social responsibility and compassion (think of “A Christmas Carol,” which is both an example of, and a metaphor for, such “meta-messaging”); and 3) creating a user-friendly internet portal to all arguments, from across the ideological spectrum, that are actually arguments (even if bad ones), rather than just slogans and platitudes and emotional appeals. This third component lends legitimacy to the claim to be a movement committed to “reason” as well as to “goodwill,” and might, to some small degree, over time, increase the role of reasoned argumentation and analysis in the formation of popular political opinions.   These three components are mutually reinforcing in a variety of ways. Doing good works in the community reinforces recognition of belonging to a society, of interdependence. The community forums to discuss political issues can encourage drawing on the information made available through the internet portal. The community organizations’ avowed purpose of strengthening our communities provides a conduit for the narratives (the “meta-messages”) reinforcing a sense of social responsibility. It is a movement designed to cultivate what is best in us, to improve how we arrive at our political positions both as individuals and as a society, and to produce a marginal, slight, constant impetus in favor of Reason and Goodwill.   Since democratic politics, when all is said and done, is really a battle over what people believe, a long-term strategy which can exert a long-term pressure on what people believe, or the underlying attitude informing their beliefs, can have a bigger pay-off than all of the other more immediate types of political activism than we are typically engaged in. Since virtually all of our political organizational resources currently go toward the latter (the immediate political struggles), and virtually none to the former (the effort to affect underlying attitudes which inform policy positions), it seems to me to be obvious than we need to create a movement that redresses that by investing some small, perhaps even tiny, portion of our resources at affecting underlying attitudes.   While it may seem naive to think that anything like this can work, I think it’s almost inconceivable that it wouldn’t, if any significant effort were made, though it wouldn’t yield any dramatic or easily measurable results in the short run (that’s not what it’s designed to do, or can do). The zeitgeist changes, and varies from society to society, mostly according to the cumulative winds of social change. Almost all efforts to affect those winds are focused on the short-term, and do so to the extent that those short-term efforts are successful. But we generally lack the farsightedness to invest in the long-term evolution itself, where we can have the most dramatic effects, and will encounter the least resistence (both from individual cognitive barriers, and organized political movements).   When we figure this out, and begin to divert a very tiny stream of resources toward it, we will at last be working toward putting ourselves on a sustainable progressive path into the future.

Q: Specifically where would you start?

A: Do you mean, where would I start with the project I’ve laid out? With the first nodes in a network of non-partisan community organizations dedicated to this vision. That requires virtually no funding, just a sufficient degree of interest. As funding allows, the next step would probably involve developing the meta-messaging paradigm. I have a pretty straightforward human research experiment I’d like to operationalize for testing its efficacy, for those who prefer research-based practices rather than speculative ones. The most labor intensive component is probably the internet portal, which I envision as something similar to the human genome project: A huge cataloguing of information.   I know that this is a different kind of idea. It’s not focused on a single issue (in fact, depends on not focusing on specific issues, or, in the context of organizing this movement, taking organizational stands on specific issues), will not yield returns within election cycles, is not inherently combative, does not identify the “good guys” and the “bad guys,” is committed to what I infer to be our underlying values as progressives (and what most certainly are my underlying values) rather than to the political ideology that has (imperfectly) grown out of those values, and aspires to initiate a gradual and sustained movement of the whole political tug-o-war in the direction of Reason and Goodwill rather than just to win a few rounds of that tug-o-war where it is currently located.   There’s little doubt in my mind that we’re going to have to start to think more along these lines, and commit more resources to something similar to this, if we are serious in our commitment to get this country onto a better path. What we’re doing now plays right into the hands of those who want to define progressives as mere equal and opposite counterparts of conservatives, pick your flavor, it’s just a matter of taste. That’s because we treat our political struggles as a bunch of issues, on which their is an ideological difference of opinion, rather than as a tension between reason in service to humanity on the one hand, and irrational belligerence on the other, with progressives tending to be more aligned with the former and conservatives more aligned with the latter, but not always, and not in all ways.   It is not only an idea about how to improve the efficacy of the progressive movement in the long run, but also about how to improve the quality of the progressive movement in the long run, by focusing more on advocacy of those procedures and methodologies which favor reason and goodwill, and less on the substantive positions that imperfectly track what conclusions those procedures would lead to.   Right or wrong, agree or disagree, it’s a dialogue we desperately need to be having.

In my zeal to penetrate the mysteries of our lives, I often forget the value of simplicity. So here is a step-by-step explanation of A Proposal: The Politics of Reason and Goodwill, in very simple and straightforward terms (if you find the idea interesting, it’s worth it to read the long version):

1) I’d argue that the main obstacle to the implementation of policies based on reason in service to goodwill in the U.S. is insufficient popular support. There are several reasons for this deficiency in popular support, including the prevalence of blind ideologies superceding any commitment to a process or methodology (similar to scientific methodology or legal procedure) which narrows debate down to the range defined by reason and goodwill. Therefore, one major challenge for those who want to increase the influence of reason motivated by goodwill in public discourse and political decision making is to promote a commitment to procedures or methodologies which systematically favor reason over irrationality, and clearly identify what values, goals, and interests are being served.

Certainly, increasing the breadth and depth of commitment to such methodologies increases popular support for the policies they generate and inform, and thus increases the extent to which we successfully implement them. So the question is: How do we increase the commitment to procedures and methodologies which favor reason and goodwill, and by doing so increase the popular support of well-reasoned and socially responsible policies in general?

2) When those of us committed to the promotion of reason and goodwill as the guiding principles in political decision-making limit ourselves to fighting it out on an issue-by-issue and candidate-by-candidate basis, we appear, in the eyes of most marginally engaged moderate Americans, to belong to the blindly ideological camp which supports the same issues or candidates, and to be just equal and opposite counterparts of those blind ideologues in the opposite camp. We need to establish a movement that does not assume a presupposed ideological bias (other than reason and goodwill), or primarily argue substantive policy, but rather one which advocates only the application of reason to evidence in service to goodwill. This is not something that anyone who aspires to be (or be seen as) a reasonable person of goodwill can simply reject out of hand.

3) A movement that can remove itself from the frame of “political ideology,” and into the frame of “alternative to political ideologies” gains an advantage. One movement has recently gained some of that advantage by framing itself as an alternative to existing political parties (the Tea Party Movement), but has done so not by framing itself in terms of a commitment to reason in service to goodwill, but rather in terms of a commitment to a zealously held political ideology (small government, individual liberty, etc.). That ideology is not a commitment to a process, to reason and goodwill, but rather to a fixed belief that, much like a broken clock that always points to the same hour, is occasionally right and frequently wrong. In other words, it is a fixed ideology that sometimes is most reasonable and best serves mutual goodwill, but frequently is not and does not. It is, in a sense, the opposite of what I am advocating.

4) I think that as many or more marginally engaged moderate Americans would be attracted to the more profound alternative that rallies around “reason and goodwill” or “kindness and reasonableness” as have been attracted to the Tea Party. I think lots of mostly silent Americans are sick of politics and hungry for “kindness” and “reasonableness.” They just don’t know where to find it. And they don’t trust existing political movements, because existing movements are still dominated by ideologues and focused on insufficiently examined or questioned substantive positions.

5) This movement has to distinguish itself from what’s already in place, so it can’t use the labels of existing political ideologies or movements. It must establish a new political vocabulary, talking about being reasonable people of goodwill, removed from those “other” ideologies shouting back and forth at each other.

6) One of the major obstacles to the establishment of reason in service to goodwill as a political movement is that it is very taxing on individuals to have to make sense of the complex and massive information relevant to public policy decision making. Thus a core challenge of the movement I am advocating is to provide a credible, comprehensive, user-friendly portal through which to access and evaluate relevant information and competing arguments. This would be an enormous on-going project, focused on maximizing the signal-to-noise ratio without promoting one conclusion or another. The goal would be to create a systematic, triangulated evaluation of all arguments, including competing evaluations of what interests are served or undermined by each policy idea. This is the first component of my proposed project (see A Proposal: The Politics of Reason and Goodwill for more details).

7) This first component not only creates a single reliable source for relevant public policy information and analysis, it also legitimates the claim to the mantle of “reasonableness.” It is the first component of a movement dedicated to the compilation and diffusion of comprehensive systematic analysis, to cutting through the cacophony of arbitrary opinions and political marketing campaigns. It’s the effort to lay everything we know and think on the table, all the work that’s been done by people trying to organize and evaluate relevant information, from all across the ideological spectrum, to sort out the information from the disinformation.

8) In order to claim the mantle of “goodwill,” this movement must be divorced from politics as we currently conceptualize it, focused entirely on cultivating cooperation. It’s purpose is to improve the quality of our lives, to recognize and facilitate our interdependence as members of a society, and to help one another to live the healthiest, freest, most secure, most satisfying, most enjoyable lives we can. This movement is addressed to those who are tired of ”politics,” but who want to make our communities stronger, and work toward shouting at one another less and listening to one another more, working together as reasonable people of goodwill in a shared society. That’s the third component of my proposal: Organizing in our communities to improve the quality of our lives locally in our neighborhoods and communities, and to create a foundation and context for civil discourse about city-and-countywide, statewide, national, and global issues (again, see A Proposal: The Politics of Reason and Goodwill for more details).

9) The challenge of building a bridge from this locally generated “goodwill” to support of well-reasoned public policies that are motivated by such goodwill involves redefining government as much as possible, in as many minds as possible, from some external thing imposed on us (what it was, to an already diminishing extent, prior to the American Revolution 230 years ago), to an imperfect and problematic agent of our collective will (the meaning of the popular sovereignty that we established as a result of that war). We do that by connecting the community-building work to the public policies we support that are mere logical extensions of it, using all media of communication to reinforce this idea, the notion of belonging to a society, of being interdependent, of existing in a systemic social reality in which public policies affect the amount and distribution of opportunities, the robustness and justness and sustainability of the framework of our coexistence. That’s the second component of my proposal (again, see A Proposal: The Politics of Reason and Goodwill for more details). I call it “meta-messaging,” reinforcing the single, underlying message of being reasonable people of goodwill, at all levels of social organization.

One way to think of this second component is as an institutionalization of Marley’s Ghost and the Three Spirits from Charles Dickens’ A Christmas Carol. Just as these uninvited counselors tapped into Ebenezer Scrooge’s own frames and narratives, and found within his formative past, his incomplete present, and his foreboding future the key to his own redemption, we must seek to activate the compassion and humanity that lies dormant or obstructed in many of those who blindly oppose compassionate and humane public policies. If our efforts succeed in moving one thousandth of our modern day Scrooges one thousandth of the distance toward reason and goodwill that their fictional archetype traveled, it would be a significant contribution to our ability to improve our social institutional landscape.

10) It’s important that the policies implicitly advocated by this movement be well-reasoned public policies motivated by goodwill, drawing on the first component, to legitimately avoid the argument that certain policies may be motivated by goodwill, but have effects that, on balance, detract from rather than contribute to others’ welfare. The response is that adherence to the politics of reason and goodwill eschews reliance on blind assumptions, but rather is committed to ensuring that our choices of action are the best informed ones possible, taking all knowledge and arguments into account.

11) I say “the policies implicitly advocated by this movement” because it is about changing attitudes and moving the zeitgeist, not about direct political advocacy. The Politics of Reason and Goodwill is about advocacy of Reason and Goodwill, and letting the politics follow from that. Members or fellow-travelers will of course be involved in other activities, advocating for the policies and candidates to which reason and goodwill have led them in good faith, sometimes in disagreement with one another. That’s fine; this movement isn’t to control choices, but to nourish the mind and the heart in the belief that minds and hearts so nourished will, on average, make more reasonable choices, better guided by mutual goodwill.

It’s a fairly simple idea that becomes complicated only when it is fully fleshed out. It’s very ambitious, focused on the long-run rather than the short-run, and on marginally, gradually shifting the underlying foundation of political discourse rather than winning a little ground momentarily in an endless tug-o-war. It is a project aspiring to the overarching framework I’ve described, but comprised of numerous more modest goals, such as creating networks of community organizations dedicated to doing good works locally (such as tutoring and mentoring kids) and fostering robust, thoughtful, civil discourse (see Community Action Groups (CAGs) & Network (CAN)).

This proposal is essentially the answer to the question “if we were a rational society, striving to govern ourselves as intelligently and compassionately and pragmatically as possible, how would we go about it?” It is not a panacea. It will not any time in the foreseeable future change human nature, or erase human bigotries, or eliminate blind ideological rancor. It would represent one, small, marginal effort to do better, and, if phenomenally successful, would move the center of gravity of public discourse in this nation a tiny bit in the direction of reason and goodwill, over a very long time. But even such tiny changes can have enormous effects.

I think most people who self-identify as “progressives” are, at root, committed to advancing the cause of reason in service to universal goodwill as the driving force of public policy. Unfortunately, we are all less than perfect on both dimensions, often failing to be either particularly reasonable, or particularly motivated by goodwill. But if we are serious about our commitment to improving the quality of human life by employing more reason in our public policies, more in service to humanity (and, by extension, all that humanity depends upon), there are things we can strive to do, dimensions we can strive to improve on, to advance the cause to which we are all committed.

In A Proposal: The Politics of Reason and Goodwill, I outline three components of the individual and collective disciplines that would best serve the on-going progressive project: 1) The Compilation of Social Systemic Knowledge; 2) The Cultivation of Social Identification; and 3) The Activation of Interpersonal Kindness. I describe each of these three, and penumbral aspects of the overall proposal (such as the commitment to process), in detail in the post linked to above.

One aspect of the first component (“The Compilation of Social Systemic Knowledge”) is the creation of an overarching social systems paradigm through which to compile and evaluate all competing ideas, one which does not start with any inherent political ideological bias, and in fact accommodates currently conflicting analytical and ideological paradigms. I have outlined such an overarching paradigm in The Evolutionary Ecology of Social Institutions and The Fractal Geometry of Social Change.

One aspect of the second component (“The Cultivation of Social Identification”) is finding frames and narratives that resonate with the frames and narratives of those who either are not “progressives,” or are “progressives” of the sort that are promoting just another blind ideology (precipitously certain substantive conclusions) rather than a commitment to reason in service to goodwill (a procedural and methodological discipline). In A Political Christmas Carol, I’ve provided an example of the kind of “messaging” I’m talking about (and that George Lakoff was referring to in his book The Political Mind). By associating the currently prevalent extreme-individualist ideology with a character almost universally pitied and disdained, and a reason-in-service-to-goodwill approach (what I consider to be the essence of progressivism) with his almost universally appealing transformed self, the gravitational cognitive force of progressivism is marginally increased, drawing more of those toward it who are capable of being drawn toward it. Since we know that social attitudes and ideological centers of gravity shift over time, we know that current distributions are not fixed and immutable; a major challenge is how most effectively to sway the zeitgeist in the direction of reason and goodwill.

Of course, one lonely act of such messaging on one blog is not going to do the trick. We need to flood discursive space with this kind of messaging; not, as some believe, only with the kind of mechanistic and reductionist sloganeering that has served the Right so well (though, yes, some of that as well), but also with the deeper appeals to human souls which is where the Progressive comparative advantage lies. We don’t want to become just an equal-and-opposite counterpart of the Tea Party; we want to be the clear distinction from all that is wrong with it, the opposition to irrationality and belligerence, not to perceived enemies and reductionist boogeymen.

And, finally, one aspect of the third component is the organization of community groups dedicated not to anything overtly political, but rather only to strengthening our communities and increasing our interpersonal commitment to reason and goodwill. The value of this is not only intrinsic, but also increasing the association of empathy-based policies with interpersonal goodwill, something which helps erode the successful Libertarian meme of government as some external entity imposing its will on an antagonistic public. If we want to promote progressive public policies, which use government to improve opportunities and enhance the quality of life, we have to associate support of such policies with actions in our communities based on that same attitude. This helps dispell the enervating argument over whether government itself is “good” or “bad,” and refocus on the inevitable fact that government is the battleground over whether our public policies will be yielded to the interests of the most wealthy and powerful, or will be successfully harnessed in service to humanity. I have made some efforts on this dimension as well, organizing the South Jeffco Community Organization, an on-going project I will return to after I clear my plate of some other more immediate and pressing obligations.

My point here is that there is a pretty clear path forward for a progressive movement that wants to be effective at the most fundamental level, and that there are clear substantive steps we can all take in service to that path. Our almost absolute focus on who is elected to office and how successfully we compel them to do our substantive bidding is sub-optimal on several levels: 1) It reduces us to mere equal and opposite counterparts of the advocates of irrationality and belligerence, and leaves many marginally engaged moderates seeking some midpoint between the two camps, as though that were the definition of “reasonable;” 2) It fails to attend to the very real issue of how often and to what extent our substantive bidding is imperfectly informed and conceived, and the resultant need to place more emphasis on the procedural discipline of discovering the best policies motivated by less certainty of the infallibility of our current understandings; and 3) It fails to address the more fundamental determinant of public policy, the zeitgeist, the popular political ideological center of gravity. There is, of course, a place for traditional political activism, but if we really want to catalyze and institute social change, traditional political activism alone is not enough.

If we redistributed the resources of time, money, effort, and passion currently invested by American Progressives in progressive advocacy in more targeted ways, looking beyond the superficial political arena, and focusing more on the ultimate political battlefield (the human mind), and doing so in well-designed and coordinated ways, we would have far more success at moving this country in a progressive direction. In a modification of my last post,  The Evolutionary Ecology of Social Institutions, in which I described how memes and paradigms form and spread and combine into social institutions, I added on a few paragraphs describing the fractal geometry of that social institutional landscape, which form the first few paragraphs (following this one) of this post.

The social institutional landscape has a nested and overlapping dynamical fractal structure, with some small subset of memes shared almost universally by global humanity, and the rest by smaller swathes of humanity of every magnitude down to the individual level. Transnational linguistic groups, national or regional cultures, international professional communities, aficionados of theater or a local sports team, local peer groups and families, these and almost unlimited other such groupings can share meme-sets ranging from specialized professional knowledge through games and entertainments to particular opinions or judgments. Rumors, observations, shared jokes, novel insights, technical innovations all swirl and sweep through humanity like gusting breezes through endless grasslands.

Some are highly contagious, articulating well with human psychological predispositions or existing internal cognitive landscapes, or proliferating due to their economic or military utility, spreading far and wide. Some become obsolete, dated by the flow of events or by the duration of attention spans, and contract again into oblivion after “lives” ranging from the very local and fleeting to the very widespread and long enduring.

Individual internal cognitive landscapes are comprised of a unique intersection of these differentially distributed memes, most, though shared in essence, slightly modified in the individual mind by the already existing cognitive landscape of metaphorical frames and narratives into which they fit themselves. And all of this is in constant flux at all levels, new memes emerging, spreading out in branching and expanding tentacles, which themselves are branching and expanding recursively, shrinking back, billions doing so simultaneously, converging into new coherent sets of memes which take on lives of their own.

If we imagine each meme as a color, and each variation as a shade of that color, then we would have innumerable distinct colors and shades flowing in diverse expanding and contracting fractal patterns through the mind of humanity, the hues shifting as the memes evolve, interacting in almost unlimited unique and creative ways as they converge in particular minds and groups of minds, each individual human being defined, in conjunction with its unique set of genes (and subsequent physical affects of variable environmental factors), by its unique set of memes organized into simultaneously shared and individuated metaphorical frames and narratives. This is the graphic of our social institutional landscape: mind-bogglingly complex, flowing and dynamic, throbbing with a life of its own, shot through with the transient borders and categories imposed by our imaginations, borders and categories which themselves are artifacts of the mind in constant flux on varying time scales. But distinct memes themselves are changing as they flow, being modified in individual minds or synthesized with other memes to produce new ones, displacing or disproving others, in a constant dance of creation and destruction interspersed with the flowing patterns of modification, dispersion, expansion, and contraction. Memes are catalysts, interacting with human predispositions, existing cognitive architectures, and the natural environment to produce new forms, new technologies, new social institutions, and to render old ones obsolete or out of favor.

As discussed in The Evolutionary Ecology of Human Technology, some of those memes are intentionally cobbled into purposive systems, or “technologies,” programming or channeling some set of natural or behavioral phenomena in service to desired ends. Those that program natural phenomena are the ones conventionally thought of as “technologies,” enabling us to do things we were once unable to do, and to produce wealth and comfort and opportunity (as well both intentional and unintentional damage to human beings, their physical infrastructure, and the natural environment) far in excess of what we once were able to produce. These technologies and technological domains (e.g., electrical, digital, etc., as well as, as explained below, market, contractual, etc.) interact with the more haphazardly accumulating and evolving meme-clusters of the social institutional landscape. Technologies can be thought of as the engineered architectures carved out of the social institutional “natural environment,” the latter comprised of the wilderness of foundational linguistic and cultural forms as well as the economic, political, and ideological accretions diffusely growing in conjunction with our various purposive systems.

(The distinction between “engineered architectures” and the rest of the social institutional landscape can be a bit hazy, since the rest of the landscape is a function of human purposive action as well. The difference is that the architectures are consciously invented components, such as the airplane or the US Constitution, while the rest is everything that organically grows around and in conjunction with them, such as social norms, cultural motifs, and folk beliefs. In a sense, it might be correct to say that the entire social institutional landscape is composed of microcosmic “architectures,” if examined closely enough, since it is the accretion of individual purposive actions. Indeed, technologies are to the social institutional landscape what the social institutional landscape is to Nature itself, an increased focusing and intentionality -in a sense, a distillation- of diffusely accreting “purposiveness.” This is one more aspect of the fractal recursiveness of The Nature-Mind-Machine Matrix.)

While technologies programming physical phenomena are what we most commonly think of when we think of “technologies,” there are undeniable social institutional technologies as well, such as currency instruments (facilitating multilateral, global, on-going exchange, and the enormous economy based on it), enforceable contracts (allowing people to bind one another to mutually beneficial collective action that would have been difficult or impossible in the absence of such instruments), scientific methodology (allowing a more robust and reliable growth in knowledge of the underlying dynamics of the natural world than had been previously possible, and, in fact, underwriting an explosion in the proliferation and sophistication of new technologies), and legal procedure (allowing a more reliable and vigilant system of determining truth in disputes between individuals or between individuals and the state). The United States Constitution, in fact, is the codification of an intentionally invented social institutional purposive system.

New social institutional technologies are constantly being explored, experimented with, implemented, and either proliferate or languish according to their relative reproductive success. In fact, governments are factories of such technologies, passing laws and regulations, creating administrative agencies, establishing new systems and markets, signing treaties with verification and enforcement provisions, forging new social institutions to deal with emergent or suddenly more salient issues and challenges (such as the creation of the United Nations in the wake of World War II, or of tradable carbon market instruments in the context of the Kyoto Protocol. See, e.g., Political Market Instruments).

But just as new technologies in the conventional sense can be created in people’s garages or in small start-ups formed by highly educated young people, so too can new social institutional technologies emerge in contexts more humble than those of the halls of government or international treaty conferences. Many diffuse technological innovations, of both the conventional and social institutional varieties, have occurred in conjunction with information technologies, which have come to form such a vital framework within our social institutional landscape. The Netroots movement is an excellent example of diffuse social institutional innovation in conjunction with emerging physical technologies, contributing substantially to the success of Obama’s 2008 presidential victory.

A particularly good example of a set of robust social institutional innovations contrived by a very small cadre of political entrepreneurs is described in the book The Blueprint: How Democrats Won Colorado, by (pre-eminent Colorado political broadcast journalist) Adam Schrager and (former Republican Colorado state house representative) Rob Witwer. The book describes a confluence of new state laws (both campaign finance and term-limit limitations), a very small group of highly motivated and capable extremely wealthy individuals (“the gang of four”), and the targeted channeling of huge amounts of money by them into non-campaign organizations such as political 527s, 501(c)(3) charitable organizations, and 501(c)(4) social welfare organizations, each with its own advantages and limitations, to affect state legislature races, transforming the Colorado political landscape in the process.

The Tea Party movement, as well, clearly has both some grass roots political entrepreneurial characteristics to it, as well as more centrally orchestrated aspects, both involving some social institutional purposive systems, channeling the deep well of  jingoistic “Political Fundamentalism” in the United States, and the reactionary anger to the combination of the Obama victory in 2008 and the perception of Big Government (“socialist”) actions and policies, tapping into inchoate bigotries and xenophobia, all in service, ultimately, to corporate interests (“small government” meaning non-regulation of corporate behavior, which in turn means foisting costs of production in the forms of externalities onto the public).

The question facing those who want to affect the dynamical fractal geometry of our ever-changing social institutional landscape in purposive and guided ways is how best to do so, where and how to flap the butterfly’s wings in such a way so as to cascade through the system in reverberating, self-amplifying winds of social change. As I put it near the end of The Evolutionary Ecology of Human Technology:

Negotiating this evolving ecosystem of social institutions, technologies, and their interactions with both individuals and the natural environment involves more than hammering together a set of purposive systems. It is a vibrant whole, a metabolism, more organic than mechanistic. Understanding how it flows, how changes ripple through it, how its complexity and interconnectedness form the roiling currents we are riding, is the ultimate art and science of consciously articulating our lives with their context in ways that allow us to fulfil potentials we have only barely begun to imagine. To some extent, these potentials will be realized by technologies, including social institutional technologies. But human consciousness is more than the sum of its parts, and the more our technologies and ideologies flow and undulate with the rhythms of the evolving natural, social institutional, and technological systems within which they are embedded, and with which they articulate, the more fully we will realize the full breadth and depth of our humanity.

I invite and implore all readers to continue to contemplate this question, to consider how best to dance with these complex systems in ways which yield greater human welfare and liberation, greater realization of our humanity and our consciousness. In the meantime, please consider my own evolving “A Proposal: The Politics of Reason and Goodwill” (or the short version: The Politics of Reason & Goodwill, simplified) as one possible starting point. This social institutional world of ours is both a product and source of our genius, in an articulation of coherence and individuation, of interdependence and liberty, of collective and individual consciousness. It is the collective mind upon which we draw, and which draws upon us. It is a narrative we write and act out together in a sprawling improvisation, more subtle and complex than any that has ever been bound into volumes or performed on a stage. Let’s write it well.

As I´ve been developing in posts preceding, following, and including A Proposal: The Politics of Kindness, the most powerful strategy Progressives could implement right now would be one which changes the narrative from partisan ideological warfare (which serves Conservatives by reducing the Progressive and Conservative agendas, in the eyes of the disengaged or “moderate” majority, to equal and opposite “extreme” ideologies) to a movement in opposition to no one and no generally accepted value, but rather only in support of Reason and Goodwill. There are many who already reject “Liberalism” or “Progressivism” as simply another strident ideological camp, who, however, long for greater implementation of Reason in service to Goodwill. There are many, as I´ve written before, who are sick of “politics,” but are hungry for “kindness.” The political movement that most successfully taps into such inchoate undercurrents (as the Tea Party has with other less attractive and powerful ones) will own the future.

To me, Progressivism is the desire to implement public policies that are defined by reason and goodwill. This contrasts with Tea Party Conservatives and other political fundamentalists (across the spectrum), who are driven by fear, anger, bigotry, and a matrix of fixed shallow beliefs. Neither the Tea Party Right nor their angriest counterparts on the Left can capture the “reason and goodwill” narrative, because whatever appeal they each may have for some, they are too far removed from Reason and Goodwill to successfully frame themselves within that narrative.

Too many Progressives, unfortunately, want to mimic the Tea Party “success” by copying the Tea Party emotional attitude (i.e., “anger”), which only serves to reduce Progressives to equal and opposite angry ideologues, trapping themselves in the narrative which serves the Right by erasing the substantive, procedural, and attitudinal differences between the Right and the Left which, in the long run, favor the Left (because reason and goodwill are more profoundly attractive forces than irrational belligerence, even though the latter´s more superficial attractiveness accounts for endless short bursts of historical tragedy).

Rather than being drawn into the narrative of competing angry, substantively opposed camps, Progressives (or some subset of Progressives) should advocate exclusively for a procedural commitment to seek out policies which apply reason in service to goodwill. Changing from a substantive to a procedural focus assists in changing the narrative, by advocating universal submission to a process which promotes fairly undeniably desirable virtues rather than being drawn exclusively into an issue-by-issue fight, which loses the narrative of the attractive virtues which inform the Progressive positions on those issues.

This movement, which I am tentatively calling ¨the Reason And Goodwill Alliance¨(RAGA), is not mutually exclusive of existing Progressive political advocacy. It complements rather than displaces current efforts, in two ways: 1) It “softens the ground” for increasing support of substantive progressive ideas and the candidates who are associated with them, and 2) it gains cross-over legitimacy by being contrasted to more strident Progressive activism and framed as a more reasonable “middle way,” much as the moderate and peaceful Civil Rights Movement enjoyed an increase in legitimacy by means of being contrasted to the militant Black Power movement.

If only 10% of current Progressive activists devoted 10% of the time, energy, passion, and money they currently invest in progressive advocacy to the kind of movement I am describing, it would be a groundswell. They would be joined by hordes of disaffected Moderates and Reagan Republicans who are comfortable neither with the irrationality nor belligerence of the Tea Party Right, and are looking for an attractive (or even merely acceptable) alternative toward which to flee.

Even so, despite the finalizing and legitimizing functions that “traditional” progressive activism provides, the optimal balance of human and material resources would favor RAGA, creating a new attractive “Middle” that would in reality be a less rancorous expression of an essentially Progressive agenda, replacing the current “Middle” which is defined by an equal repulsion of both perceived extremes.

The ideological soil and climate in which our social institutional flora grow is not fixed, but it is highly determinative of the species of institutions that flourish. The overwhelming attention that Progressive activists currently devote to planting, cultivating, pruning, and weeding their preferred institutional landscape leaves intact the contextually limiting reality of the ideological soil and climate. Investing effort in changing that context often appears too daunting, or too far removed from substantive goals, but, in reality, it is perhaps the easiest thing for activists to do (since it faces less opposition) and has the biggest substantive bang for the buck (since it affects, and to a large degree determines, all substantive battles). If we are truly committed to cultivating a different kind of social institutional landscape, as will most things, the preparatory groundwork is most crucial of all.

As part of A Proposal: The Politics of Kindness, I discussed the importance of organizing and acting in our communities, in non-partisan ways for non-political immediate purposes, in service to the ultimate social and political goal of  deepening and broadening the shared commitment to reason and goodwill, in our private lives, in our communities, and in our public policies. I believe that doing so should become a social movement, akin to the Civil Rights Movement, but rather than dedicated to a single issue or set of issues, dedicated instead to a comprehensive attitude that implicates all social issues.

Clearly, the time is ripe for such a movement. Just as the Civil Rights Movement was blessed with a ready-made organizational infrastructure (the southern black church network), so too are all reasonable people of goodwill today blessed with an even more powerful and extensive organizational infrastructure: The Internet and Social Media. I’ve already written about the implications of this technological and social paradigm shift, the possibilities and potentials of which we have just barely begun to explore (se, e.g., A Major Historical Threshold or A Tragically Missed Opportunity?, Wikinomics: The Genius of the Many Unleashed, Tuesday Briefs: The Anti-Empathy Movement & “Crowdfunding”, Counterterrorism: A Model of Centralized Decentralization).

A Tea Partier told me on a Facebook thread recently, “just remember who’s better armed.” When it comes to the more powerful weapons of Social Media, it may be the progressives who are better armed. In any case, the implication of these particular arms is that they accelerate the sifting out of rational from irrational arguments, the lathe of public discourse and debate, which favors reason and goodwill in the long run. Certainly, when it comes to Reason and Goodwill, progressives are better armed, and will inevitably prevail. It is our job to expedite that eventuality, reducing the short-term detours into irrationality and belligerence constantly elongating that path.

The best way to do so is to change the game, the frame and the narrative. Right now, America is stuck in a tug-o-war between progressives and conservatives, both broadly perceived by the vast silent middle to be two opposing extreme camps (with perhaps slightly greater affinity for the conservative than progressive pole). But those same occupants of the vast silent majority would not perceive a movement of community volunteerism and community solidarity building to be either extreme or unattractive. And they would not find it offensive if such a movement included in its “mission” improving the civility and reasonableness of public discourse. But what is the progressive movement if not the commitment to mobilize reason and goodwill, and apply them to our public policies?

The most effective thing progressives could now do is to mobilize a network of Community Action Groups (CAGs) into a nationwide Community Action Network (CAN), dedicated to this component of the proposal linked to above. The only challenge is to create an emerging awareness of the power of such an effort, of the degree to which it can become a game changer if enough progressives were to commit themselves to it. Every local progressive group now in existence, every state house and senate district democratic party organization, every OFA chapter, every MoveOn chapter, every other local group with even moderately liberal leanings, can and should organize into a Community Action Group that seeks to do good works in their own communities, and to foster civil discourse based on no ideology other than a commitment to reason and mutual goodwill.

I ask everyone who reads this to please help me to promote this idea, because the way to become a nation of reasonable people of goodwill is for all who are committed to that end to strive to be reasonable people of goodwill in their own lives, and in their own communities, and to allow that to be a model to others, and to coalesce into a national level commitment. The reason why progressive advocacy is so much less effective than one might think it would be is because progressive advocates are so much less effective, permitting the frames and narratives of the far-right to take root and define the debate. Removing that power from them, and owning it ourselves, is not a function of better sloganeering, but rather of more compelling demonstration; we can and should, we must, demonstrate what it is we are advocating for, if we want our advocacy to become a truly powerful and transformative force in our national history.

I’ve been developing A Proposal: The Politics of Kindness in recent weeks, as well as communicating with others from across the political spectrum on matters of policy, ideology, and personal style, and the sheer lunacy and pettiness of popular discourse raises the question of whether reason and goodwill are powerful enough forces to cut through it, or whether those who are advocates for reason and goodwill have simply failed to present it in a transparent and compelling enough manner.

Here’s what should be completely non-controversial: We should govern ourselves by using sound reason applied to reliable information in service to all legitimate values and goals, including the protection and augmentation of individual liberty, the recognition of mutual interdependence, and a commitment to kindness and compassion. And yet, it is controversial, the simplicity of it buried beneath various idolatries and ideological rationalizations.

One former supporter wrote me and said that my use of jargon turns him off, and that I would attract more people to my ideas by avoiding it. I wrote back thanking him, telling him that I thought that he was absolutely right, that I would work on it, but that my writing style is really just my writing style, and it probably wasn’t going to change dramatically, in part due to my own lack of skill and my own unwillingness to invest the amount of time and energy necessary. I asked him to “bear with me.” He replied that I had chosen not to take his suggestion, but rather to rationalize continuing to do what he suggested I stop doing, so he wasn’t going to bear with me. I responded: “Fair enough. Different people have different ways of thinking, speaking, writing, and behaving. Some of those differences shouldn’t be tolerated, and some should. It’s up to each of us to decide for ourselves where we draw that line. No hard feelings.”

How much should it matter to any of us if another person’s writing style is annoying? Should it matter any more than if another has a tic, or a stutter, or a physical defect? How much does it matter whether the offending trait is seen as more or less an artifact of volition, or amenable to voluntary modification? Should gay rights really hinge on the argument over whether it is a life-style choice, or an inherent characteristic?

The defects of some ideologies (not just some conservative ones) have more to do with attitude than with substance. They are characterized by intolerance, absolutism, and other attributes that are inherently centrifugal in nature, tearing people apart rather than binding us together. Progressives should not see themselves as being in a battle against external foes called “conservatives,” but rather against both internal and external foes called “intolerance, irrationality, ignorance, anger, hostility, cruelty” and so on.

It’s time for all reasonable people of goodwill to dedicate ourselves to The Politics of Kindness. Yes, well-reasoned and well-informed kindness; well-communicated kindness; kindness that seeks the kindest outcomes and not just the kindest intentions; kindness that is disciplined and channeled and cautious in its certainties; kindness that is courageous and assertive and even at times combative in its advocacy; but, ultimately, kindness.

We exhaust ourselves in futile opposition to irrelevancies, and fortify ourselves within shallow but passionately held dogmas. What if we simply all tried to do better? Or, more realistically, what if those of us who read this message, or receive it from some other source, or independently think of it, consider the possibility of doing better? What if all those who care about participating productively in the creation of our future dedicate themselves to doing better? And what if all those so inclined began to more consistently and frequently encourage others to do better as well, in the kindest and most endearing of ways?

I’ve learned a lot from my seven-year-old daughter. One of the things I’ve learned is that love is far more powerful than anger. And, in the same vein, tolerance is far more powerful than intolerance. Kindness is far more powerful than hatred or indifference. Reason is far more powerful than irrationality, and knowledge is far more powerful than ignorance. And yet, these more powerful forces seem forever on the defensive. Anger, intolerance, hatred, mutual indifference, irrationality, and ignorance are forever on the march, while love, tolerance, kindness, reason, and knowledge seem forever (or at least too frequently) in retreat. It’s not because the latter set is weaker, but rather because those of us who would be its advocates are weaker in our commitment to it, which demands more of its adherents than do hatred, intolerance, anger, indifference, irrationality, and ignorance.

Those who want reason and kindness to prevail in the political sphere have to work harder in promoting it within ourselves, within our families and communities, within our thoughts and our actions. We will continue to lose to weaker forces more easily served unless and until we do.

To advance the cause of Reason and Goodwill, I propose a project, or movement, that is comprised of three parts: 1) a policy analysis component; 2) an information dissemination component; and 3) a community organizational network component. While I conceptualize each of these in somewhat novel ways, in the context of grass roots political activism, it is the third which is perhaps the most innovative and crucial component, and so it is with the third that I will begin.

Currently, grass roots activism by those who claim the mantel of advocacy of Reason and Goodwill is almost entirely focused on electoral politics and public policy as generated through governmental mechanisms. As such, it is very easy for the opponents of this movement to dismiss these activists as people who want to take the opponents’ money and give it to others. One aspect of this conceptualization is that government is not considered an agent of the people, but rather an external entity which imposes itself on people and deprives them of their liberty. The arguments for and against this conceptualization are irrelevant for my present purposes. There are clearly many people who do indeed adhere to this conceptualization, and that fact is what’s relevant.

George Lakoff in The Political Mind talked about the need to activate the frames and narratives in all of us that are empathy-based, if we want to be successful in implementing empathy-based public policies. There are few people of any ideological stripe who oppose community involvement, and most actively support it. Many conservatives are involved in their communities through churches, civic groups, and PTAs, for instance. Such involvement is where their empathy-based frames and narratives reside, along with, in many cases, a notion of “family values,” some aspects of which are also empathy based. By increasing the association of these activities with what is currently referred to as “the progressive agenda” (though avoidance of the word “progressive” might be crucial to the success of this project), we can increase the value of the (possibly renamed) brand, attracting more people to it, including some who never imagined that they might be attracted to it.

History is replete with examples of the persuasive power of those who “walk the walk.” Mohandas Gandhi and Martin Luther King, Jr. are two examples of “progressives” in their day, fighting to advance particular causes (Indian Independence and African American Civil Rights, respectively), whose examples were so compelling that few today would denounce what either of them stood for. They were “political entrepreneurs,” mobilizing “charismatic authority” in service to humanity. We can’t all be such giants, and we aren’t all willing to make the sacrifices it requires, but we can all make more modest sacrifices and rise to more modest heights, demonstrating the sincerity of our convictions and, by doing so, making the power of our message that much more irresistible.

There are already many who invest a great deal of time, energy, money, and personal commitment into advancing the progressive agenda. If some significant fraction can be persuaded to invest some increased portion of that time, energy, money, and personal commitment into increased, non-partisan community involvement, they will contribute greatly to increasing the association of the policies they advocate with the spirit of goodwill in service to mutual benefit. And by being direct agents of reason and goodwill in their communities, the public policies such activists favor are given a human face; rather than being easily conceptualized as the impositions of a remote overlord, such policies can be plainly seen to be the sincere preference of some good neighbors and community members who believe that the spirit of community can be expressed not just directly, but also through our government acting as an agent of our collective will.

This community-strengthening component isn’t only a laudable end in itself, but it also serves the second component I mentioned: Messaging. The cause of Reason and Goodwill is a powerful one, one which few would explicitly claim opposition to. The most pronounced failure of those who are its political advocates is the failure to connect the political expression of Reason and Goodwill to the widespread individual aspirations to be reasonable people of goodwill. One aspect of addressing that failure involves modeling what it means to be reasonable people of goodwill, and cultivating the commitment to it that might eventually translate into increased popular support for public policies that are expressions of reason and goodwill.

More generally, the messaging has to rely less on academic or legalistic argumentation, and more on resonating with the frames and narratives that form people’s minds. We need to reach people where they live, finding their own empathetic frames and narratives, and connecting the set of well-reasoned public policies which are empathy-based to those frames and narratives. Therefore, the second component of the project I am proposing is the continuing and focused development of a cognitively sophisticated system of disseminating not just “progressive” ideas, but doing so in ways which resonate with non-progressive mindsets.

This project, therefore, involves not only increasing popular positive associations with progressive policies by modeling a progressive spirit of mutual goodwill, and forming increased positive social connections with people who do not self-identify as “progressives,” but also involves communicating that same message in ways that are precisely tailored to most effectively resonate with those who are currently perhaps only marginally inclined to be attracted by it. The community involvement becomes the most important conduit for the message, communicated with increased credibility, and couched in increasingly effective ways.

Finally, the first component of this project involves reducing the arbitrariness and exclusiveness of what is assumed to be those policies which advance the cause of Reason and Goodwill. Rather than a traditional policy think tank with an ideological bias, this component of the project would have to strive to map out the entire range of public policy ideas and options, guided only by a commitment to reason in service to the public interest, acknowledging legitimate debates and ranges of uncertainty (such as, for example, between Keynesian and Chicago School Economics, and the associated policies of economic stimulus through public spending v. “fiscal conservativism”).

I envision this component as a very ambitious social institutional analogue to “the human genome project,” in which the social institutional landscape is mapped out using available analytical tools (e.g., microeconomic analysis, network analysis, legal analysis, meme theory, etc.), comprising a coherent complex dynamical systems paradigm, and then, within this context, all competing ideologies, policy ideas, proposals, and analyses are cataloged and evaluated, controlling as much as possible for ideological bias, simply subjecting the universe of human social and political thought to the crucible of methodologically rigorous reason.

Two important dimensions of this project need to be highlighted: 1) These three components are not mutually segregated, but are rather integral aspects of a single coherent effort, reinforcing one another, and creating a powerful synergy of progressive thought, communication, and action; and 2) An enormous amount of work has been done in all three areas, under a variety of organizational umbrellas; utilization and integration of the product of those efforts, and of the existing social institutional material that has been generated from all quarters, is a large part of what this project would be about. The community involvement component would actively seek out partnerships with churches and other religious organizations, civic organizations, PTAs, park districts, non-profits, local businesses, and all others who have already developed a community infrastructure to work with and through.

We would, through this synthesis of focused analysis, focused communication, and focused action, weave the spirit of reason and goodwill into the social fabric as it currently exists, and contribute to the ongoing evolution of that social fabric in ways more conducive to the cause of Reason and Goodwill.

I believe that this project would have to avoid direct political advocacy of any kind (a function already addressed by other organizations) in order to preserve its legitimacy, and to reduce the obstacles that explicit partisanship creates. Its purpose would be to explore the social institutional landscape with as little bias as possible (but with an explicit commitment to advancing the public interest through the advocacy of reason in service to mutual goodwill), and through a combination of direct involvement in our communities and well-designed (cognitively targeted) messaging, disseminating that understanding as widely and deeply as possible. This would “soften the ground” for traditional political advocacy, and would also increase the quality of what we are advocating for (by decreasing ideological presumption and increasing openness to all ideas).

I can envision this as either being a directly funded project that I oversee (or merely participate in), or as a project that finds a home in an existing organizational context. It was conceived with great hopes in a simpler time, by a variety of generous parents, and a few original sins. England (via the British Empire), in which modern democracy developed; The Enlightenment, characterized by a fluorescence of rationalistic philosophy; a wide-open new land, with an easily displaced indigenous population; abundant imported and domestically bred slave labor. It developed a grandiose vision for itself, one comprised of the somewhat incompatible memes of ‘manifest destiny’ and champion of liberty, and an exaggerated faith in its own exceptionalism.

But, as often happens, life presented unforeseen challenges which diverted this soul, the sovereign American People, from its youthful dreams. It gradually was forced to confront its original sins, brutally divided by one of them. Innovations complicated the landscape in which its dreams had been formed. It had to cope with a world comprised of other people with interests of their own, people less convinced of the benevolence of this powerful and self-interested nation than its own populace persistently was (rather too conveniently).

But despite this diversion from its original dreams, it was the same soul, peforming many good deeds, more often born of pragmatism than idealism, that were not always part of the original plan. It grew to address a changing world, doing what needed to be done to increase the welfare of those who depended on it. It intervened in its parent-continent when brutality racked the latter’s fields and towns, and then watched that continent, unencumbered by youthful dreams, combine the best fruits of their child’s aspirations with the reduced purism that comes from maturity.

But something in the people clung to the purity of youthful dreams, sulking with resistance to adulthood’s demands, an error that sometimes characterizes idealistic youth. Just at the point when both the people and their government were on the verge of following the mature wisdom of moderation and adaptation, the oversimplistic idolater within, childish and narcissistic rather than noble and generous, rebelled, and rent this national soul in an internal conflict over whether mature moderation would prevail, or childish purism.

It rebelled in a moment of crisis, a large faction of the people chanting the mindless refrain, “Government is not the solution, it’s the problem! The world would be better off without this government we’ve allowed to grow and grow, displacing the purity we had believed in and tried to implement in our youth! We would be better off if we had not allowed the lessons of life to adapt those youthful dreams to the demands of reality!”

And so this soul’s guardian angel decided to show it what the world would have been like without that modern government it now wished dead….

“First,” the angel said, “let’s look at what your country and world would have been like had you not further amended the Constitution after the Bill of Rights.

“Slavery would not have been legally abolished by the 13th Amendment, nor Congress empowered to enforce its prohibition.

“The 14th Amendment’s transformation of the legal framework of the country would never have occurred. The Dred Scott Decision, which held that no African American, whether free or slave, was an American citizen, would have remained the law of the land. The states’ exemption from the Bill of Rights, a document originally interpreted to limit only the federal government’s intrusion on state and individual rights, would have persisted, and the protections of the Constitution would have continued not to apply to or restrain state and local governments in any way. African American slaves would have continued to be counted, legally, as 3/5 of a human being.

“The 15th Amendment’s legal guarantee, not to be effectively enforced for a century more, that all citizens, regardless of race, have the right to vote, would not have come into existence.

“The 17th Amendment’s increase in direct democracy, by shifting elections for U.S. Senators from the state legislatures to the people of the state, would not have happened.

“Women might still be denied the vote in some states.

“The increased tardiness and unevenness with which the United States would have dealt with these morally enervating issues would have reduced the human capital of the nation, delaying its fuller liberation and development longer, if not, in some places, indefinitely. It would have been a less innovative country, and a less inspiring one to other nations. Resentments would have grown even stronger, divisions even deeper, the problems bred by these defects even more inextricably embedded in the fabric of your society. Those who later depended on the United States as a beacon of liberty would see only a quagmire of exploitation and oppression, either lagging even farther behind the finally pacified continent across the Atlantic it continually claimed superiority to, or, by not being a strong enough nation to lead, leaving the world into a downward spiral from which it couldn’t escape.

“The world would have been a very different place indeed had the United States not become what it became. And while there are those in the world who think that would have been a good thing, sometimes with considerable justification, it most certainly wouldn’t have been a good thing for America, nor, all things considered, for global peace and prosperity.”

“Oh, Angel,” the suicidal faction groaned condescendingly. “First of all, most of us don’t object to Constitutional Amendments, but rather to other increased exercises of federal power without recourse to such amendments. And second of all, many of these things would have come to pass by the choice of individual states, without the federal government imposing them on the states.”

“Slavery wasn’t going anywhere, anytime in the foreseeable future, without the legal and military coercion of the federal government,” replied the angel. “The gradual incorporation of the Bill of Rights into the Fourteenth Amendment by successive Supreme Court decisions, which continued into very recent times (because state and local governments were not universally committed to protecting those rights), would not have occurred, and those states would remain free to disregard those protections. We see even today how fragile those protections are, at the hands of those who claim most respect for them, in the repetition of the refrain that granting due process to those suspected of certain crimes (e.g., terrorism) reduces the rule of law, a chant that is phenomenally ignorant of what the term ‘rule of law’ means in a Constitutional republic (hint: ignoring it out of convenience, in order to increase conviction rates, no matter how heinous the crime, is the exact opposite of what it means).

“As for your other concerns, about increased exercises of federal power not granted by Constitutional amendments, follow me….”

The angel then said, “let’s look at what your country and world would have been like had you not had a strong federal government to hold the country together, pursue its collective interests, and impose its core values on its constituent parts (leaving aside for the moment the issues of so-called ‘activist courts’ and of the rise of the ‘administrative state’).

“It took a strong federal government to end slavery and hold the union together during and after the Civil War. A century later, it took a strong federal government, complete with National Guard, to enforce court-ordered desegregation. And it took a strong federal government to pass The Civil Rights Act of 1964, which utilized attenuated Commerce Clause power to prohibit racial discrimination by private owners of commercial institutions.

“It took a strong federal government, captured by the will of the people in a series of populist and progressive movements in the later 19th and early 20th centuries, to rein in ‘the robber barons,’ and redress the biggest disparity of wealth in this country ever…, until today, when we have finally exceeded it. It took a strong federal government to give the country hope during The Great Depression, and, despite the revisionism popular with the far-right today, launch record-setting economic growth in its midst (from 1933-1937), until budget hawks managed to convince to FDR to compromise his policies to their concerns.

“It took a strong federal government to mobilize the country and lead the allies during World War II, and to lead NATO during the Cold War.

“Without these efforts, slavery might still be extant, and, certainly, Jim Crow (American ‘Apartheid’) would still be extant in some regions. The country would have fractured not just into two as a result of the southern cessation, but into multiple tiny republics, neither viable on their own nor of any import on the world stage.

“Mexico and Canada, our more politically, economically and militarily successful neighbors to the north and south (in this alternate reality), probably would have annexed large chunks of what would otherwise have been The United States. European and World History would have been different, possibly with fascism prevailing in Europe and, eventually, threatening the tiny, weak republics across the Atlantic, in what would otherwise have been The United States of America.

“There would have been nothing other than fascist Europe to check Soviet and Chinese expansion, and, it is more probable, given the lack of moral compass of both fascism and Sino-Soviet Communism, that they simply would have arrived at a mutually agreeable division of the world into competing but mutually accommodating and reinforcing tyrannies.

“Without a federal government as strong as this one has been, there would be no ‘United States’ today, certainly no liberties in some regions for those who were deprived them historically, and quite probably a more tyrannical world in general.”

“Next,” the angel said, “let’s look at what your country and world would look like if you had not had an ‘activist’ judiciary interpreting the Constitution in ways relevant to, and adapting to, changing circumstances.” (See http://www.law.emory.edu/fileadmin/journals/elj/58/58.5/Green.pdf for a comprehensive exploration of the concept, including a discussion of why it, appropriately applied, has nothing to do with boosting individual liberty or governmental power, but rather refers to whether the judiciary adheres to the norms of judicial conduct which are its only real restraint.)

“In the conventional, ideologically charged use of the term, all Supreme Court decisions involve ‘judicial activism,’ because those cases that the Supreme Court chooses to hear are precisely those cases that involve unresolved ambiguities, and require judicial interpretation. Therefore, a complete history of the evolution of Constitutional Law, as defined by Supreme Court decisions, is, in a sense, one important slice of the history of ‘judicial activism,’ as the term is commonly used. And without that fully institutionalized form of ‘judicial activism,’ which is coextensive with the doctrine of ‘judicial review’ established by Justice Marshall described below, there would be no enforceable Constitution, no established and coherent rule of law to the extent that there is today in the United States. But rather than write a Constitutional Law synopsis, I’ll just mention a few of the most important cases, that involved perhaps the greatest liberty of Constitutional interpretation on the Court’s part, but without which we would be a nation with far weaker protections of individual liberties and rights than we have today.

“Chief Justice John Marshall established the principle of ‘judicial review’ in Marbury v. Madison in 1803, the first and greatest act of judicial activism in U.S. History, without which there would have been no final authority on what was and was not Constitutional. the lack of such judicial authority would have inevitably undermined the rule of law that, more than anything else, has distinguished the United States. Without the judicially determined Constitutional last word that Marshall successfully instituted, questions of Constitutionality, and thus ultimate legality, would be political footballs to a far greater extent than they already are, overwhelmed by the bickering whims of conflicting ideologies and interests that characterize the rest of political discourse and decision-making. In other words, without this bold initial act of judicial activism, the Constitution would have been an empty promise, and would be referenced today for strictly rhetorical rather than legal support, a non-binding tool for political argumentation. Uninformed lay opinions about what does and does not constitute Constitutionality would be raised to a par with legal analyses and Supreme Court holdings, reducing the Constitution to a meaningless blank slate on which each interest group and ideological camp could impress its own preferred interpretation.

“In Yick Wo v. Hopkins (1886), the Supreme Court held that a facially neutral law that has the effect of discriminating (a selectively enforced San Francisco code restricting licensing for laundries to brick or stone buildings in order to target Chinese laundries which were built of wood) violates the equal protection clause of the 14th Amendment. This decision was not a foregone conclusion: The letter of the law itself didn’t violate the Equal Protection clause, and so the decision can be said to be one of ‘an activist judiciary.’ But had it been more literal in its Constitutional interpretation, the Court would have set the precedent that discrimination is Constitutionally permissible as long as it is done implicitly rather than explicitly.

“In Pennsylvania Coal Co. v. Mahon (1922), the Supreme Court held that a government regulation that essentially deprives a property owner of the value of its property is an unconstitutional ‘taking’ (violating the Fifth Amendment protection of property), and the government must compensate the owner for that loss of value. Again, this is not an automatic ‘strict constructionist’ interpretation of the Constitution, since there is no language in the Constitution which addresses loss of value due to government regulation. However, those most adamant about the ills of ‘judicial activism’ are generally also those most likely to concur with this holding. In the absence of the judicial activism of the Court in this case, private property rights would have been more, rather than less, vulnerable to government intrusion.

“Brown v. Board of Education (1954) would certainly rate as an act of judicial activism by the ideological definition of that term currently in vogue. It overturned the Stare Decisis of Plessy v. Ferguson (1896), which held that segregation was Constitutional (instituting the ‘separate but equal’ doctrine), holding that ‘separate educational facilities are inherently unequal.’ Brown essentially launched the Civil Rights Movement as we know it today (it gave it its first major victory), a movement whose progress would have been at least slower, and possibly undermined altogether, in the absence of this Court decision.

“The Court also declined to limit Congress’ power to pass The Civil Rights Act of 1964, which used the Commerce Clause to prohibit private owners of commercial establishments from discriminating against potential customers, employees, renters, and buyers on the basis of race. This could easily be considered ‘judicial activism by omission,’ without which we would not have Civil Rights laws protecting minorities against the entire range of private discrimination, such as employment discrimination and housing discrimination.

“In Gideon v. Wainwright (1963), the Court established that the state’s failure to provide counsel to an indigent defendant essentially deprived that defendant of his Sixth Amendment right to counsel. The literal Constitutional right to counsel is not necessarily a right to be provided with counsel, at the people’s expense, but without interpreting it as such, this fundamental right would be accorded only to those who could afford it, and denied to those who cannot, reducing an essential protection of individual liberty to a commodity for sale rather than a guarantee to all citizens. In a world without this protection, the poor would receive even less justice than they do today.

“It’s worth noting here, again, that a series of Supreme Court decisions over the last century and a half have incorporated the Bill of Rights into the 14th Amendment Equal Protection clause, allowing those core protections to be applied to state and local governments as well as to the federal government, an act of ‘judicial activism’ without which states and counties and municipalities and school districts would be largely free to violate the Bill of Rights to whatever extent and in whatever ways they see fit. Hardly a boon to the protection individual liberty.

“Many other decisions could be included in this list, many other basic liberties that depended on an ‘activist judiciary.’ But the sampling above illustrates some of the ways in which our nation would be a very different, and in many ways far poorer place were it not for the role that the so-called ‘activist judiciary’ has played in our march toward increased equality of opportunity and rights, and increased protection of individual liberties.

“Finally,” said the angel, “let’s look at what your country and world would look like without the rise in America of the ‘Administrative State,’ through which to regulate the complex modern economy.

“Without the regulatory agencies that promulgate regulations, conduct hearings and inspections, license facilities, and engage in a complex web of tasks necessary to implement the laws passed by Congress, we would live in a far more insecure and unhealthy environment. Incidents such as the infamous ‘Love Canal’ toxic waste dump beneath a housing developing, causing an astronomical rise in cancer rates, would be the norm rather than the exception. The manipulation of markets, such as those by Enron which caused the California energy crisis of 2000-2001, would be constant and economically devastating. Confidence in investments would plummet, the economy would contract dramatically, and the financial system near-collapse of 2008 (resulting from underregulated financial markets) would be a constant and continuous event rather than a once-in-a-century crisis.

“The absence of the regulatory structure that has developed since the 1930s, and under the Administrative Procedure Act of 1946, would be akin to removing the mortar from between the bricks of the modern economy. The entire edifice would be less securely bound together, more unstable, and more likely to collapse. Those sheltered within it would feel every cold wind that blows through, and storms would whip through it with discomfiting regularity. Market failures would dominate the economy, and health and safety violations would be constant and ubiquitous. Commercial enterprises would know that they could sell toxic and dangerous substances with impunity, recognizing that there is more profit in not paying the costs of avoiding doing so. A major, perhaps completely dominant, economic niche would emerge for those that compete by avoiding such costs, simply changing names and products whenever the slow dissemination of information of the health and safety risks make the old product unprofitable to produce and sell.

“The already underfunded Food and Drug Administration would leave even more food and drug safety responsibility to the companies that have a vested interest in overlooking foreseeable dangers. The New York Times reported (September 28, 2007) that due to defunding, the FDA audits less than 1% of clinical drug trials in the United States. As a direct result we have increasing known cases of pharmeceutical companies fudging results of drug trials, leading to waves of preventable deaths, such as occurred with Propulsid (Johnson and Johnson), Bextra and Celbrex (Pfizer), and Vioxx (Merck).

“Similar stories of the consequences of deregulation and defunding of regulatory agencies can be found in food safety (increasing salmonella and E. coli contamination, even after companies had been asked to address discovered dangers but simply chose not to, a luxury afforded by underregulation), and product safety (such as children’s toys, imported from China, containing lead in seriously toxic quantities, undetected due to underregulation of imports). The more we ‘shrink government’ by reducing regulatory oversight even more than we have already done, the greater the frequency of such incidents will become. In the unregulated paradise that some in America are striving for, life would be, literally, ‘nastier, more brutish, and shorter,’ for thousands if not millions of children, and families, and innocent people just going about their lives.

“While there are some dysfunctional dynamics that lead to the production of laws that are thousands of pages long (e.g., earmarks, and other porkbarrel spending provisions; and controversial riders designed to piggyback on necessary legislation), the main reason is the complexity of the social institutional landscape that those laws are addressing. And those laws, even with their tens of thousands of pages of qualifications and provisions, don’t even begin to anticipate all contingencies, all unexpected consequences, all complexities that will emerge as the law is implemented. For that reason, regulatory agencies are necessary to implement the laws, to address those complexities, to adapt the execution of the law passed in Congress to the realities of the world to which it will apply.

“It is a very information-intensive enterprise, with an amazing amount of very precise expertise embedded in these organizations, able, for instance, to research the precise cancer rates associated with each commercial chemical substance on the market, or incorporated into items on the market; the ways in which these substances move through the environment and contaminate human beings; the probabilities of contamination and of contracting associated diseases from contamination; the fatality rates of doing so; the costs of regulation at each level; the balancing of legitimate economic concerns with legitimate health and safety concerns. It is not a process which leaves the public out, but rather one which, by law, includes the public, and invites public input.

“The same kinds of calculations and processes are required to oversee the use of public lands, the mining of water from aquifers and of minerals from the Earth, the emissions and dumping of toxic substances into the air and water and land; the determination of where to build roads and interstates and how to balance all of the concerns and interests involved; the determination of where to allow coal plants and nuclear plants and other installations to be built; the determination of what kinds of safety devices and scrubbers they require; the oversight of all of these protections and provisions without which we would all be dramatically worse off.

“Our economy has been growing (and continues to grow) in complexity at an accelerating rate. For example, the use of supercomputers programmed with complex algorithms to buy and sell stocks in order to reap gains made in fractions of a second distort the market, caused a freefall several months ago that rattled investors and required shutting the stock market down, and creates a competition for locating the computers as close as possible to the stock market servers in order to receive the information milliseconds before competitors. The market collapse caused by a malfunctioning algorithm resulted in an enduring loss of perhaps billions of dollars to investors, as the market had to creep back up, in a context of diminished investor confidence, from the depths to which it had plummeted. We need regulatory agencies equipped with human and material resources capable of keeping up with the tens of thousands of similar demands on them, if we want our market economy to continue to function, and to do so in the interests of all rather than at the long-term expense of the many in the short-term interests of the few.

“Here’s one very compelling objective piece of evidence about the value of that administrative state you are so eager to dismantle: Its emergence immediately preceded the most dramatic rise in wealth production in the history of the world. That very expensive “big government” administrative state has existed in every single nation on Earth that has ever experienced that dramatic rise in wealth production, both immediately prior to experiencing it and from then on, without exception, and every single prosperous developed modern nation is still characterized by the presence of that very expensive “big government” administrative state today, again, without exception. There is not one single exception, and never has been. While it’s true that you can’t prove a counterfactual (we don’t know what would have happened in its absence), there is not one shred of evidence that any other governmental form is able to facilitate this feat and accommodate its end result. By all available evidence, our wealth, the wealth of each and every one of us, is completely dependent on the existence of the administrative state.

“Yes, many of the problems that would occur in the absence of such a regulatory structure still occur within it; the poor are still burdened more than the rich by undesirable facilities in their neighborhoods; acquiescence to economic necessity still often triumphs over public health and safety; the interests of corporations still work their way through the system, in a variety of manners, at the expense of the public without always being off-set by a commensurate economic benefit; ‘industry capture’ of regulatory agencies to some extent ‘puts the foxes in charge of the henhouse.’ All of these problems diminish the degree to which our regulatory infrastructure efficiently and effectively does what almost all of us implicitly recognize to be necessary and desirable. But the absence of our regulatory infrastructure would erase the performance of that function altogether. The significant shrinkage of it that periodically occurs under Republican administrations almost always results in catastrophic effects, with a regularity that is matched only by the public disregard of the repeated lesson.

“To be sure, throughout this tour of what ‘small government’ would really mean, I have ignored the ways in which a strong centralized federal government, an ‘activist judiciary,’ and the rise of the administrative state have led to negative rather than positive outcomes for both Americans and the rest of the world (perhaps more the latter than the former, since a strong America has been strong to its own citizens’ advantage; for the most part, only when it incidentally served the interests of American citizens have others in the world benefited from American power. But the danger in America today, the one that most needs remedy, is not an exaggerated belief in the virtues of centralization of governmental power and effective political coherence, but rather an exaggerated belief in something that does not and cannot exist in the oversimplistic form imagined, a Liberty Idolatry that counsels the destruction of the very social foundation which liberty requires for its existence. And so that is the imbalance that I have addressed.

“Those poetic aspirations of America’s national youth were what defined its spirit and channeled its energies. They still guide and inspire its people today. But meeting real responsibilities as they arose is what carved that spirit into the more-often-than-not admirable world citizen and leader, and reliable agent of its own people’s interests, that it has become. The world, and the people at home who give the federal government life and whose lives that government in turn embues with expanded opportunities, would be poorer for the partial death that some would now impose on this vital vehicle of the American spirit. The demands that the federal government has risen to meet were not optional, could not have been disregarded. And idolizing rather than respecting the guidance given by America’s founding leaders and documents is an insult to them, and a disservice to those alive today, as well as those who will be alive tomorrow.”

The United States of America was founded to be a progressive nation. As Thomas Jefferson himself wrote:

I am not an advocate for frequent changes in laws and constitutions. But laws and institutions must go hand in hand with the progress of the human mind. As that becomes more developed, more enlightened, as new discoveries are made, new truths discovered and manners and opinions change, with the change of circumstances, institutions must advance also to keep pace with the times. We might as well require a man to wear still the coat which fitted him when a boy as civilized society to remain ever under the regimen of their barbarous ancestors.

Those who would strait-jacket us as a people with the ideological raiment that exists only in their own shrunken imaginations stand in opposition to this ideal, and to the very spirit of this nation. It’s time for George Bailey to come home, and bask in the fellowship of a society of people who strive to lift one another up, and help bear one another’s burdens.

Not long ago, I created a page describing A Proposal for a project that I consider the core dual mission of the progressive movement: 1) Mapping out the social institutional landscape, including all known public policy experiments here and elsewhere, all known suggestions, and all identifiable new ideas, evaluated on the basis of sound analysis applied to reliable data in service to human welfare, allowing for ranges of uncertainty and legitimate debates; and 2) working toward creating a national (and perhaps eventually international) system for communicating this universe of information, not only to those already inclined to make the best informed and best intentioned political choices, but also in ways that resonate with existing frames and narratives that are to varying degrees resistent to doing so.

From various angles, and somewhat haphazardly, I’ve been exploring the various dimensions and aspects of this mission on this blog, even before I clearly identified the mission itself. A crucial piece of the puzzle is the relationship between individual action and social change, a relationship which generally suffers from either oversimplification or underemphasis, or both. As I noted very recently, too many political activists believe that their only job is to get preferred candidates elected, and then are angry but unchastened when that inevitably proves insufficient (An Open Letter To Angry Progressives). The critical question for each of us, too often unasked, is what do we each need to do to best contribute to the realization of the progressive mission described above?

One starting point for addressing that question is consideration of The Variable Malleability of Reality, a careful recognition of how changeable each aspect of the social institional landscape is, and how to work through those interconnected threads of variable malleability in service to effecting widespread and profound positive change. The necessary attitude with which to address that systemic challenge is a combination of realism and idealism, or “Cynical Idealism,” knowing and acknowledging what is, in order to create what can be.

But another aspect of the question of the intersection of individual action and social change is a more personal one, an identification of just what exactly “personal responsibility” means in the context of social responsibility, or being an agent of positive social change. While no one has to be saint to be a sincere participant in our shared efforts to improve the world, the on-going commitment on the part of each of us to walk the walk as well as talk the talk is more vital than we often acknowledge. 

In one series of posts, I explored this nexus between the personal and social aspects of the challenge, recognizing that those of us who want to dedicate ourselves to improving the world really do need to try to improve ourselves as well (The Battle of Good v. Evil, Within & WithoutThe Battle of Good v. Evil, Part 2, The Ultimate Political Challenge). Referring back to the “Proposal,” the challenge of cultivating a gravitational pull to the progressive agenda, making it a more attractive force than its ultimately anti-social competitors in the political arena (Liberty IdolatrySmall Government IdolatryLiberty & Interdependence), involves modeling the spirit of the movement, showing people that it not only is what we can aspire to together, but also what we can be individually.

An earlier, related set of posts explored the ways in which our individual foibles aggregate into political ineffectiveness and dysfunctionality (The Politics of Anger , The Foundational Progressive Agenda). Numerous other posts delineate how such foibles have matured into a new incarnation of populist anti-intellectualism, combined with extreme individualism, giving us the worst of both worlds in the form of “The Tea Party” (“Political Fundamentalism”, “Constitutional Idolatry”). Other posts continue to trace the historical continuity between this movement and its anti-progress, anti-intellectual predecessors (The Tea Party’s Mistaken Historical AnalogySocial Institutional Luddites).

Following a discussion of such ideological foibles in general (The Elusive Truth , The Hydra’s Heads, The Signal-To-Noise Ratio, Pro-Life Dogma v. Life-Affirming Sentiment), I identified the basic duality involved: Ideology v. Methodology. The two institutions most committed to a careful pursuit of truth, science and law, rely first and foremost on a methodology, on procedural reductions of the influence of bias and caprice. While we have a process in politics for resolving conflicts, we don’t have a process in place for reducing bias and caprice. This is a dimension of the challenge which requires concentrated attention, and which inspired the proposal mentioned in the first paragraph of this post.

Despite the anti-intellectual rejection of the notion (while, ironically, always claiming to represent the more rational position), no enterprise suffers from an improved methodology, and no effort to confront the challenges of the world suffers from the increased application of reason. Reason isn’t everything: Passion and imagination both are vital ingredients as well. But reason is crucial, and plays an integral role in any enterprise, including the enterprise of self-governance.

A Framework for Political Analysis provides a very sketchy look at one aspect of the analytical paradigm that I developed during my work as a sociologist. I’ll need to develop this more fully in future posts, with a more complete description of how to use the techniques of microeconomics; game theory; evolutionary learning theory; linguistics, semiotics, and epistemology; and network analysis (along with tools from complementary fields, such as evolutionary psychology and cognitive science and evolutionary ecology) to explore the social institutional landscape that is characterized by various combinations of hierarchies, markets, norms, and ideologies (along with the primal social institutional material of emotions). While not everyone, necessarily will want to get into the weeds of these esoteric academic methodologies, awareness of them, and allowance for their ability to produce insights beyond those produced by casual observation and precipitous ideological assumption, certainly has a place in our collective efforts to continue to improve the human condition.

Some of the fruits of that methodology indicate its value. As I described in The Politics of Consciousness, human history is, in the abstract, a story of interacting evolving memes, aggregating into paradigms, which gradually accumulate anomalies (in the cultural context in the form of doubts and discontents; in the scientific context, in the form of inconsistent observations), which eventually generate paradigm shifts. In a series of subsequent posts, I explored various aspects of this dynamic, and contemplated some of its implications for the future (Information and Energy: Past, Present, and Future, The Evolutionary Ecology of Audio-Visual Entertainment (& the nested & overlapping subsystems of Gaia), The Nature-Mind-Machine Matrix).

In Adaptation & Social Systemic Fluidity, I explore the ways in which adaptations large and small ripple through the social institutional and technological landscape, triggering adaptations and modifications in both forward and backward linkages. In The Evolutionary Ecology of Human Technology, I continue the focus on the role of technology (drawing heavily on Brian Arthur’s recent book, The Nature of Technology), exploring the cumulative dynamical architecture of purposively programmed phenomena carved into and growing in conjunction with the social institutional landscape. In Information and Energy: Past, Present, and Future, I outline and speculate upon the interplay of the title two defining elements of the social institutional and technological landscape. In The Evolutionary Ecology of Audio-Visual Entertainment (& the nested & overlapping subsystems of Gaia), I take a more precise look at one particular thread in that evolving social institutional and technological landscape, something that this project would seek to do, over time (perhaps over generations), comprehensively, compiling an encyclopedic dynamical mapping of the entire social institutional landscape. In The Nature-Mind-Machine Matrix, I delve into the complex ecology of the interface of natural, human, and technological systems. In Counterterrorism: A Model of Centralized Decentralization, Tuesday Briefs: The Anti-Empathy Movement & “Crowdfunding”, Wikinomics: The Genius of the Many Unleashed, , and A Major Historical Threshold or A Tragically Missed Opportunity, I consider the role of modern communications and data processing technologies in continuing the process of unleashing “the genius of the many.” In Collective Action (and Time Horizon) Problems, I describe this driving force of social institutional evolution.

I also posted on specific aspects of the social institutional landscape, more relevant to the challenge of forging the best public policy. Economics is, of course, a topic of primary concern, and one which we all need to become better educated about. To that end, I’ve posted on various aspects of economics, including how to contemplate the question of public spending, monetary and fiscal policy, and economic priorities (The Economic Debate We’re Not Having , The Real Deficit , The Restructuring of the American and Global Economy,  The More Subtle & Salient Economic Danger We Currently Face ).

Finally, as several of the above posts linked to indicate, I tried to apply this improved mapping of the social institutional landscape to issues of public policy. This blog is a somewhat haphazard nascent contribution to the paradigm I describe in the first paragraph, and in A Proposal. The paradigm is comprised of sets of interrelated memes, covering a broad territory, and involving various branches of the human endeavor, including: 1) methodologies both of how we form our understandings, and of how we attempt to implement them as public policy; 2) the products of the former methodologies, in terms of mapping out our social political landscape and its underlying dynamics; and 3) the myriad challenges we each must confront as individuals to become most effective in contributing to the development of this paradigm, and of its expression in the form of improved public policy.
